OTHER ACTIONS <br /> BARRIERS TO AFFORDABLE HOUSING <br /> Funding <br /> The City of San Leandro will make every effort to apply CDBG, HOME and redevelopment funds <br /> towards affordable housing programs and projects in FY 2000 -2001. <br /> Land Costs <br /> New construction may be limited due to increased market land costs. The City will continue to <br /> work with owners of existing rental units to provide financing in exchange for affordability <br /> covenants. <br /> Policy <br /> The Affordable Housing Task Force finalized a recommendation to the City Council in Winter <br /> 1997 which identified priorities and programs for furthering Affordable Housing issues in San <br /> Leandro. As a result, the report identified a five -year plan for program and activity <br /> implementation; this document serves both as policy direction and an educational resource for the <br /> community. <br /> LEAD -BASED PAINT HAZARD REDUCTION <br /> Lead -based paint mitigation is implemented on an as- needed basis, in conjunction with the <br /> County- administered Housing Rehabilitation and Minor Home Repair Programs. The City will <br /> consider future participation in the Joint Power Authority (JPA) for Alameda County lead <br /> abatement program. <br /> ANTI- POVERTY STRATEGY <br /> The City of San Leandro is committed to funding social services agencies that assist low- income <br /> households in achieving economic independence. The City supported the San Leandro WORKs <br /> initiative, a unique community effort assisting individuals to transition from welfare to self - <br /> sufficiency. The program provides comprehensive employment and support services to help <br /> individuals reach personal and economic sustainability as active members of the community. Led <br /> by the Davis Street Community Center, this multi- faceted network of resources and support leads <br /> to workplace and personal success for both employers and job applicants. <br /> San Leandro WORKs targets eligible CaIWORKS participants living in the greater San Leandro <br /> area to offer four weeks of professional evaluation and assessment, plus "soft skill" training for <br /> job readiness.
