Action Plan - FY2000 <br /> City of San Leandro <br /> Page 41 <br /> PART IV. MONITORING STANDARDS AND <br /> PROCEDURES <br /> The City of San Leandro will monitor sub - recipients for compliance with HUD and City <br /> requirements. Examples of activities and programs that are monitored include: the City's contract <br /> with Alameda County for housing rehabilitation services; nonprofit agencies receiving public <br /> service funds and /or facility improvement projects; Small Business Loan recipients; and City - <br /> initiated public improvement projects. <br /> Staff from the City of San Leandro Development Services Department will monitor the progress <br /> of all CDBG - funded activities. Monitoring activities will include, but are not limited to: <br /> • Determining contractual compliance with programmatic performance objectives; <br /> • Examining procedures and records to determine compliance with financial and fiscal <br /> requirements; <br /> • Reviewing program reports; <br /> • Auditing each claim for payment to ensure compliance with HUD and City requirements; <br /> • Evaluating housing and community development priorities on an annual basis; <br /> • Coordinating monitoring activities conducted by the regional HUD field office; <br /> • Ensuring compliance with the City's Exhibit E, General Conditions, which lists federal <br /> program requirements. <br /> • <br />
