Goal - Methodology' <br /> Step 1: Determination of a Base Figure <br /> To establish the City of San Leandro's Base Figure of the relative availability of DBEs in <br /> relation to all comparable firms available for the Federal Fiscal Year 2000/01 DOT - assisted <br /> contracting program. the City of San Leandro has elected to utilize the Caltrans DBE Directory of <br /> Certified Firms (filtered to represent only DBE firms within the State of California) for calculating the <br /> numerator and the Census Bureau Data (filtered to represent only businesses in counties with Caltrans <br /> certified DBE firms that are ready, willing and able to work in the City of San Leandro AND are <br /> located in counties where there are businesses that have previously bid on similar projects in the City <br /> of San Leandro - see Attachment A) to calculate the denominator, as follows: <br />
