SAN LEANDRO ADMINISTRATIVE CODE <br /> TITLE 10 HUMAN RESOURCES <br /> Chapter 5 POLICY GOVERNING EMPLOYEE USE OF <br /> THE INTERNET <br /> &10.5.1 POLICY GOVERNING EMPLOYEE USE OF THE INTERNET <br /> It is the policy of the City of San Leandro to provide Internet access, subject to the conditions set <br /> forth in this policy, when such access would enhance a user's ability to perform assigned job <br /> duties, and when it is determined to be in the City's best interest to provide such access. <br /> Department heads are responsible for certifying that a user's performance of job duties would be <br /> enhanced by Internet access. Requests for Internet access should be submitted to Information <br /> Services using the "User Agreement for Internet Access" form (Exhibit A). <br /> Violations of this policy will result in the immediate removal of Internet access and possible <br /> disciplinary action up to and including termination. <br /> Regulations Governing Use of the Internet: <br /> • Users shall respect copyright and license agreements and shall not distribute or <br /> download material without the legal right to do so and the consent of Information <br /> Services. <br /> • All Internet access and communications are City records and may be subject to <br /> disclosure under the Public Records Act and /or the Freedom of Information Act. <br /> Users shall not transmit confidential or sensitive information via the Internet without <br /> use of encryption and password protection approved by Information Services. <br /> • Users shall use the Internet for City business only, with the exception of incidental and <br /> occasional personal use of E -mail. <br /> • Users shall not use the Internet to purchase goods or services without authorization <br /> from the City Manager or Finance Director. <br /> • Users shall not use the Internet for illegal activities or for any activity that violates the <br /> City's policy against harassment. <br /> • The City reserves the right to monitor use of the Internet, including sites accessed and <br /> content of E -mail. Users should neither expect nor assume any privacy regarding the <br /> content of electronic mail (E -mail) communications or any other Internet activities. <br /> • Users are responsible and accountable for their actions and communications on the <br /> Intemet. Users shall conduct themselves in a manner which does not bring discredit <br /> upon the City nor dishonor upon themselves. <br /> • Use of the Internet by persons not employed or contracted by the City without the <br /> written authorization of the City Manager is strictly prohibited. <br /> • Users shall refrain from connecting to non - business related video and audio streaming <br /> services to avoid an impact on bandwidth. <br /> 09 -05 -2000 1 <br />
