CDBG staff continued to work closely with <br /> the Economic Development staff to provide support to businesses funded through the Small Business <br /> Loan Program. CDBG staff also continued to work with the City's Community Assistance funding <br /> program to support non - profit agencies that provide job training and assistance to low - income <br /> members of the community. <br /> PART III: EVALUATION OF ANNUAL PERFORMANCE <br /> • <br /> The City of San Leandro worked with non- profit and for -profit developers to create affordable rental <br /> and ownership units. These efforts included regulatory agreements for 36 units of inclusionary <br /> housing in new ownership housing developments in Redevelopment Project Areas, and approval of a <br /> Section 108 loan for purchase of a property for senior housing. The City continued discussions with <br /> developers on how to develop new affordable housing and leveraged federal funds with <br /> Redevelopment Housing Set -Aside funds. <br /> The City continued its commitment to fair housing, educational programs such as the MIMAP and the <br /> First -Time Homebuyer seminars, the Single Family Rehabilitation Program, and the Apartment <br /> Rehabilitation Program offered to rental owners who agree to maintain rents affordable to very low - <br /> and low- income tenants. Thirteen affordable units were created this year through the Apartment <br /> Rehabilitation Program. <br /> During this period, the City Council continued to support community assistance programs operated by <br /> non - profit agencies serving San Leandro residents, non -profit facility improvements, and public <br /> improvements. <br /> The ADA Parks Project, funded in FY 1996 -97, had been delayed due to the City's re- evaluation of <br /> its Parks Master Plan. The project was completed during the past fiscal year, with the exception of <br /> the final draw for project management costs. <br /> The Commercial Design Assistance and Business Revitalization activities provided assistance to 12 <br /> small businesses in Redevelopment and Low - Moderate- Income target areas. <br /> In FY 199, more than 79% of CDBG funds were spend CO benefit low- and moderate- income <br /> persons. CDBG funds were not used to displace residential, commercial or nonprofit tenants, <br /> demolish or convert housing units. <br /> The City followed the Consolidated Plan in the use of available resources and pursued all resources <br /> identified in the Plan. The City's activities during the prior fiscal year have been consistent with the <br /> Consolidated Plan goals and the programs have been administered in a fair and impartial manner. <br /> The City did not hinder implementation of the Consolidated Plan by action or willful inaction. <br /> • <br />
