Consolidated Plan Annual Perfonuance Repon - FY99 -00 <br /> City of San Leandro <br /> Page 13 <br /> the County to plan and coordinate housing related projects and activities of regional benefit. <br /> Examples include the Countywide Continuum of Care program which held its regular meetings at the <br /> City offices, the San Leandro Shelter for Women and Children's safe house project, and the Bessie <br /> Coleman transitional housing project at the Alameda Naval Air Base. The City also disbursed <br /> HOME funds to the Citizens Housing Corporation for its acquisition and rehab project which has <br /> created more than fifty units of affordable rental housing, and continued discussions with other non- <br /> profit developers to pursue the development of senior housing and developmentally disabled housing. <br /> Actions Taken to Improve Public Housing and Resident Initiatives <br /> There are no pubic housing developments in San Leandro. <br /> Actions Taken to Evaluate and Reduce Lead -based Paint Hazards <br /> Mitigation for lead -based paint is provided through the housing rehabilitation program, on a case -by- <br /> case basis. The rehabilitation program is administered by Alameda County HCD, and brochures <br /> explaining the hazards and procedures for abatement are given to all homeowners who participate. <br /> Actions Taken to Ensure Compliance with Program and Comprehensive Planning <br /> Requirements <br /> Public hearings were held to solicit citizen participation in identifying community needs. The <br /> Annual Plan was drafted in response to community input obtained at a public meeting. The Human <br /> Resources Commission reviewed the allocation of Public Service funds to community agencies and <br /> made recommendations to the City Council on activities for adoption into the Annual Plan. <br /> The City monitored subrecepients to ensure program compliance, and held many informal discussions <br /> with staff from the funded agencies to explain CDBG and /or HOME regulations. Staff also held pre - <br /> job conferences with owners and contractors to ensure labor standards compliance. <br /> Division staff meetings were held twice monthly to fully discuss and evaluate the coordination of <br /> CDBG, FIOME and Redevelopment projects, including housing and economic development activities. <br /> At the policy level, the City Council held work sessions for evaluation and input purposes. <br /> Actions Taken to Reduce the Number of Persons Living below the Poverty Level <br /> City staff participated in the Continuum of Care Working Group which continues to develop a <br /> countywide network to address homelessness and poverty issues. <br /> Several of the agencies receiving CDBG funding coordinate their efforts to provide assistance and <br /> case management for lower income families and individuals. During FY 1999 -00, Project Literacy <br /> continued its tutoring efforts with local industries, the Youth Employment Program organized a job <br /> fair, and the Davis Street Community Center continued operation of the One -Stop Center, which <br /> serves as a job development and family resources center <br /> Economic development efforts highlighted business retention and revitalization, which in turn yielded <br />
