Consolidated Plan Annual Performance Report - FY 99 -00 <br /> City of San Leandro <br /> Page 2 <br /> SECTION B: INVESTMENT OF AVAILABLE RESOURCES <br /> Priority #1: increase the availability of affordable rental housing for extremely low -, <br /> low- and moderate - income households. <br /> Resources Used: <br /> The City applied CDBG, HOME, Housing Authority Section 8 Certificates, and <br /> Redevelopment funding sources to further this priority. <br /> Activities Undertaken: <br /> The City continued working with rental property owners to develop long -term affordability <br /> agreements in existing multi- family developments. The Redevelopment Agency's Five -Year <br /> Implementation Plan identified three target areas for an apartment rehabilitation program, <br /> which utilizes approved set -aside funds and private investment. There were two projects <br /> completed in two target areas and the Agency is now reviewing a proposal for another. <br /> A non - profit housing developer received HOME funds to be used toward purchase of an <br /> apartment development where the majority of the units will be restricted to very low - and <br /> . low - income tenants. The buildings are undergoing rehab. <br /> The City received approval of a Section 108 loan to be used for the acquisition of property <br /> for the development of senior housing. A non - profit developer is working with the City to <br /> build 60 independent living apartment units for seniors. <br /> The Housing Authority of Southern Alameda County continued CO administer the Section 8 <br /> Assistance Certificate and Voucher Program in Southern Alameda County, which includes <br /> San Leandro. The number of vouchers and certificates within the City of San Leandro <br /> increased by 40, including new issues and transfers from other counties. <br /> In conjunction with the Rental Housing Owners, the city conducted one session of the Multi- <br /> family Management Assistance Program (MMAP) educational program. This program is a <br /> management course for owners and managers of rental properties. The MMAP classes were <br /> used to market the Section 8 Program and the Apartment Rehab Program among San Leandro <br /> landlords. <br /> Geographic Distribution and Location of Expenditures: <br /> These programs are Citywide. The rehabilitated multi - family properties are located in census <br /> tracts 4323 and 4325. <br /> Leverage of Non- Federal Resources: <br /> Redevelopment Agency Set -Aside funds. <br /> Matching Contributions: <br /> N/A <br />
