EXHIBIT E <br /> GENERAL FEDERAL/STATE CONDITIONS <br /> COMMUNITY DEVELOPMENT BLOCK GRANT <br /> (Service Agreement) <br /> • <br /> 1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be funded by <br /> fiscal assistance from another governmental entity, County shall comply with all applicable rules and <br /> regulations to which City is bound by the terms of such fiscal assistance program. In particular, <br /> County agrees to comply with all applicable provisions of the Housing and Community Development <br /> Act of 1974 (Public Law 93 -383) and regulations promulgated pursuant thereto. <br /> 2. RECORDS. Records must be kept accurate and up -to -date. County's records shall be made <br /> available for review by the City, HUD or their designee. County shall be responsible to maintain, for <br /> not less than three (3) years after completion of this Agreement, all records pertaining to this <br /> Agreement, including subcontracts and expenditures, and all other financial and property records. <br /> 3. AUDITS AND INSPECTIONS. <br /> A. County shall at any time during normal business hours and as often as the City, HUD <br /> and the Comptroller General of the United States may deem necessary, make available to their <br /> • representatives for examination all of County's records with respect to all matters covered by this <br /> Agreement and shall permit these representatives to audit, examine and make excerpts or transcripts <br /> from such records, and to make audits of all documents and conditions relating to this Agreement. <br /> AU costs are subject to the eligibility requirements of HUD. <br /> B. County shall permit and facilitate observation and inspection of the work and records <br /> • <br /> at County's principal office and job site by City, its employees and public authorities during <br /> reasonable business hours. <br /> • <br /> 4. EQUAL EMPLOYMENT OPPORTUNITY. <br /> A. Affirmative Action in Employment <br /> • <br /> 1. County shall comply with the Affirmative Action Program and Equal <br /> Employment requirements of the City, State and Federal Government, <br /> 2. During the performance of this Agreement, County agrees as follows: <br /> a.
