If any vote of the Executive Committee is evenly split, two members voting for and two voting against any proposal, the matter shall be referred to the Steering Committee, the majority vote of which shall be determinative. 111.Steering Committee A. The Steering Committee shall be established and be comprised of: • All members of the Executive Committee • 6 Parents residing in San Leandro • 6 Young People residing in San Leandro ( "Young People" means persons between the ages of 14 and 19, inclusive) • 3 Youth Serving Agencies ( "Youth Serving Agencies" means tax - exempt organizations as defined by U.S.C. § 50I (c)(3), the purpose of which are substantially the same as the SLC Mission Statement) • 2 School Staff Members (1 from SLUSD, 1 from SLzUSD) • 3 City of San Leandro Staff Members (representing the City Manager's Office, Recreation and Human Services Department, and Police Department) • 2 Business Community Representatives • 1 Faith Community Representative • 1 Homeowner Association Representative 13. Membership on the Steering Committee shall be by invitation as determined by a vote of the majority of the Steering Committee. C. A voting representation of a majority of the Steering Committee shall constitute a quorum for the transaction of business of the Steering Committee, as provided herein. D. The Steering Committee shall set direction' for the implementation of the Youth Development Master Plan; oversee the activities of the SLC, ensuring that activities reflect the vision, mission, and goals of the SLC; offer support and guidance to staff and volunteers; support fundraising and development activities; and approve the annual budget as submitted to the Steering Committee by the Executive Committee. E. Regular meetings of the Steering Committee shall be held quarterly or as needed at such (line and location as may be prescribed by vote of the membership at a previous meeting. If no time or location is so prescribed, the President of the Steering Committee shall fix said time and location. The membership shall be notified of all meetings at least one week in advance thereof. F. The Steering Committee shall appoint officers by a vote of its membership. 1. In July, when the President takes office, he /she shall select the Nominating Committee, consisting of six (6) other members of the Steering Committee. 2.
