San Leandro Collaborative By Laws Page 3 <br /> M. If any vote of the Executive Committee is evenly split, two members voting for and two <br /> voting against any proposal, the matter shall be referred to the Steering Committee, the <br /> majority vote of which shall be determinative. <br /> 111.Steering Committee <br /> A. The Steering Committee shall be established and be comprised of: <br /> • All members of the Executive Committee <br /> • 6 Parents residing in San Leandro <br /> • 6 Young People residing in San Leandro ( "Young People" means persons between <br /> the ages of 14 and 19, inclusive) <br /> • 3 Youth Serving Agencies ( "Youth Serving Agencies" means tax - exempt <br /> organizations as defined by U.S.C. § 50I (c)(3), the purpose of which are substantially <br /> the same as the SLC Mission Statement) <br /> • 2 School Staff Members (1 from SLUSD, 1 from SLzUSD) <br /> • 3 City of San Leandro Staff Members (representing the City Manager's Office, <br /> Recreation and Human Services Department, and Police Department) <br /> • 2 Business Community Representatives <br /> • 1 Faith Community Representative <br /> • 1 Homeowner Association Representative <br /> 13. Membership on the Steering Committee shall be by invitation as determined by a vote of <br /> the majority of the Steering Committee. <br /> C. A voting representation of a majority of the Steering Committee shall constitute a <br /> quorum for the transaction of business of the Steering Committee, as provided herein. <br /> D. The Steering Committee shall set direction' for the implementation of the Youth <br /> Development Master Plan; oversee the activities of the SLC, ensuring that activities <br /> reflect the vision, mission, and goals of the SLC; offer support and guidance to staff and <br /> volunteers; support fundraising and development activities; and approve the annual <br /> budget as submitted to the Steering Committee by the Executive Committee. <br /> E. Regular meetings of the Steering Committee shall be held quarterly or as needed at such <br /> (line and location as may be prescribed by vote of the membership at a previous meeting. <br /> If no time or location is so prescribed, the President of the Steering Committee shall fix <br /> said time and location. The membership shall be notified of all meetings at least one <br /> week in advance thereof. <br /> F. The Steering Committee shall appoint officers by a vote of its membership. <br /> 1. In July, when the President takes office, he /she shall select the Nominating <br /> Committee, consisting of six (6) other members of the Steering Committee. <br /> 2.
