On September 13, 2010, the <br />Agency conducted a work session for review and input on the Draft Implementation Plan. Staff <br />recommends the Agency conduct the required public hearing and adopt the resolution to adopt the <br />2010 -2014 Implementation Plan. <br />BACKGROUND <br />Analysis <br />State law requires all redevelopment agencies adopt five -year implementation plans covering the <br />goals and objectives in project areas for both housing and non - housing activities. The current cycle <br />of plans must be in place by December 31, 2010 and discusses fiscal years 2009 -10 through 2013- <br />14. The 2010 -2014 Implementation Plan (Plan) covers all three of the San Leandro Redevelopment <br />Agency's project areas and affordable housing. <br />The Plan contains projects and programs to enhance the City's image, support local businesses, <br />prevent blight and improve the quality of life. Some projects identified in this Plan include the <br />implementation of the Downtown Transit Oriented Development (TOD) Strategy, development of <br />San Leandro Crossings, EBMUD, Albertsons, Town Hall Square, and Kaiser Permanente's retail <br />site, and preparation of a Specific Plan for Marina Boulevard. As recommended by the Agency at <br />last week's work session, the Plan was revised to include the facilitation of technology infrastructure <br />enhancements, such as high -speed internet services to underserved business districts. <br />
