Redevelopment Agency Implementation Plan 2 September 20, 2010 The Plan addresses the Agency's housing responsibilities and requires the Agency to provide the Set -Aside Fund balance, projected expenditures, and the number of targeted housing units at various income levels over the next five years. Previous Redevelopment Agency Action(s) On December 6, 1999, the Agency approved the 1999 -2004 Implementation Plans for the Alameda County -City of San Leandro (Joint) Project Area and Plaza. I and II project areas, and on May 3, 1999 for the West San Leandro - MacArthur Boulevard project area. On May 6, 2002, the Agency approved minor amendments to all three Implementation Plans as part of the required Mid -Plan review. On December 6, 2004, the Agency approved Resolution No. 2004 -023 RDA adopting the San Leandro Redevelopment Agency 2004 -2009 Implementation Plan. City Council/Redevelopment Agency Committee Review and Action The Business and Housing Development Committee reviewed this item at its meeting of April 8, 2010, and received an update on the progress the RAC and staff had been making in nearly completing the draft Implementation Plan. Environmental Review This item is exempt from CEQA because it is not a project as defined in Section 21000 of the Public Resources Code. Summary Of Public Outreach Efforts On June 3, 2010 the Redevelopment Advisory Committee reviewed the draft 2010 -14 Implementation Plan and recommended that it be forwarded to the Agency for review and approval. Notice of the work session and the subsequent public hearing for consideration by the Agency was published pursuant to Section 33490(d) of the Health and Safety Code and posted in four permanent places within the project areas for a period of three weeks. Publication and posting were completed more than 10 days prior to the date set for the public hearing, in accordance with State law. Staff reviewed the postings in the field once per week during the posting period to ensure they were intact. Attachment San Leandro Redevelopment Agency 2010 -2014 Implementation Plan CONCLUSION Staff recommends the Agency adopt the attached resolution adopting the new San Leandro Redevelopment Agency 2010 -2014 Implementation Plan.
