<br />Economic Development and Public Improvements: Objectives and Programs
<br />The Agency's aim with regard to economic development and public improvements is to improve the
<br />economic health of and encourage private investment in the W SL Project Area, and to make it more
<br />inviting to consumers and residents, thereby stimulating increased sales and private investment. The
<br />Agency can support the economic health of the Project Area by assisting the private sector in
<br />maintaining a balanced business base with an appropriate mix of industrial, manufacturing, and large -
<br />scale retail in the West San Leandro sub -area. In the MacArthur Boulevard sub -area, the Agency can
<br />work with businesses and property owners to provide neighborhood - serving retail, small office, and
<br />infill housing.
<br />Specific proposed programs to undertake over the next five years, in pursuit of these objectives, follow.
<br />The Agency is unable to provide funding for all the objectives. Leveraging private investment and
<br />obtaining financial assistance from other sources is essential to accomplish the objectives.
<br />Economic Development and Public Improvements Programs
<br />• Facilitate private redevelopment of a regional retail mixed -use shopping center on the
<br />remaining northern 25 acres of the new Kaiser Permanente Medical Center site.
<br />• Develop and implement a Marina Boulevard Specific Plan including Right -of -Way
<br />Improvements. Marina Boulevard is the gateway to the City's Shoreline.
<br />• Enhance industrial strategies via the East Bay Green Corridor, a regional partnership
<br />designed to improve efforts to develop green businesses, particularly in industrial areas. In
<br />addition, continue to enhance industrial strategies with focused outreach and by delivering high
<br />quality customer service and maintaining business relations.
