Hollister, City Manager <br /> FROM: Uchenna Udemezue, Director f <br /> Engineering and Transportation Departii n <br /> BY: Kenneth Joseph, City Engineer �f <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITI -1 <br /> BROWN AND CALDWELL FOR THE CONSTRUCTABILITY REVIEW OF THE WATER <br /> POLLUTION CONTROL PLANT REHABILITATION PROJECT, PROJECT NO. 08- 593 -52- <br /> 239. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of a contractual services agreement with Brown and Caldwell in the <br /> amount of $84,420 for the subject project. <br /> BACKGROUND <br /> The City owns and operates a sewage treatment facility on 12 acres of land known as the Water <br /> Pollution Control Plant (WPCP), located at 3000 Davis Street in San Leandro. The WPCP was <br /> originally constructed in 1938 and several expansions and modifications have occurred since <br /> then. Recent studies have shown that several facilities and equipment are in need of upgrades, <br /> rehabilitation, or replacement. These improvements must be made to maintain a reliable <br /> operation, and meet increasing stringent regulatory requirements to avoid expensive fines. <br /> On November 3, 2008 the City Council approved a contractual services agreement with Carollo <br /> Engineers for the final design of the subject project. Carollo Engineers is scheduled to submit <br /> 90% plans and specifications for review at the end of September 2010. <br /> Analysis <br /> The construction contract for the improvements is estimated at upwards of $40 million and will <br /> take over two years to complete. The size of the project, together with the phasing needed to <br /> maintain uninterrupted service during the construction period, require a critically reviewed set of <br /> construction documents. The proposed constructability review will provide an independent <br /> assessment of the documents prepared by Carollo Engineering by focusing on construction issues <br />
