"SPPAC" means the San Pablo Avenue SMART Corridor Policy Advisory Committee. <br /> "SPTAC" means the San Pablo SMART Corridor Technical Advisory Committee. <br /> "Traffic Signal" means a traffic signal which is the local traffic control device. Traffic <br /> Signals include traffic control signals, ramp meters, and pedestrian signals. <br /> "Trailblazer Sign(s)" means directional signs that are activated to provide directional or <br /> other real -time messages to motorists. <br /> "Transit Districts" means AC Transit, Union City Transit and WestCAT, collectively. <br /> "Transit Vehicle Emitter Unit(s)" means a device located on -board a transit vehicle <br /> that sends a signal to a sensor on a traffic signal to request priority. <br /> "Transit Vehicle Automatic Passenger Counter(s)" means devices that collect data on <br /> passenger boardings. <br /> "Transit Vehicle Global Position System (GPS)" means an in- vehicle transponder that <br /> provides coordinate location information of a transit vehicle. <br /> "Transit Vehicle Automatic Vehicle Location (AVL)" means a computer -based <br /> vehicle tracking systems that tracks real -time position of transit vehicles. <br /> "Transit Fleet Management System" means a combination of technologies and <br /> strategies for vehicle and fleet planning, scheduling, operations, and operation of the transit fleet. <br /> These include center /dispatch systems, on -board devices (i.e., AVL, passenger counters, security <br /> measures), maintenance practices, and in- vehicle diagnostic systems. <br /> "Union City Transit" means a transit system operated by the City of Union City, a <br /> municipal corporation. <br /> "Vehicle Detection System (VDS)" means detectors or devices along roadways to <br /> measure vehicle speeds and traffic volumes. <br /> "WestCAT" means the West Contra Costa Transit Authority. <br /> Smart OM - Verson 2 - <br />
