• The Alameda at San Leandro Crossings, which represents the initial development under <br />the City's acclaimed 2007 Downtown Transit -Oriented Development Strategy, is a 100 - <br />unit (including an on-site manager's unit) affordable family rental housing development <br />for very low-income households. Project amenities at The Alameda include a bike room, <br />5,000 square feet of ground floor program space for a childcare center, parking structure <br />with 100 spaces (plus six additional spaces on the access drive), landscaped courtyard, <br />children's play area, multi-purpose community room with kitchen and adjacent patio, <br />laundry room on each floor, and community garden. Once completed the affordability <br />period for this property will be at least fifty-five (55) years. <br />As already discussed, the development has been delayed. However, the City, City <br />Redevelopment Agency, the developer BRIDGE Housing Corporation, and the private <br />developer Westlake Development Partners, LLC are continuing to work diligently so that <br />construction of the project may begin by Summer 2011. <br />• In addition, City staff have continued to respond to inquiries from private and non-profit <br />developers to acquire property and rehabilitate or build affordable rental units. <br />• The City's Housing Rehabilitation Program for minor home repair grants and loans for <br />owner -occupied homes provided twenty-four (24) grants and two (2) loans to <br />homeowners to preserve and improve the ex' ing housing Mock and particularly to assist <br />elderly homeowners to age in place. <br />• From June 2009 through May 2010, City staff respo d to twenty-seven (27) tenant and <br />landlord inquiries under the City's Rent Review Board Program, which provides a non- <br />binding arbitration board review of eligible rent increase cases in San Leandro. Of the 27 <br />inquiries, sixteen (16) were from landlords and eleven (11) were from tenants. There <br />were no Rent Review Board cases during this period. This program is funded solely with <br />City General Funds. <br />• The Housing and Economic Recovery Act of 2008 authorized awarding federal <br />Neighborhood Stabilization Program (NSP) funds to local governments to purchase <br />vacant and foreclosed properties in order to assist in addressing the nation-wide <br />foreclosure crisis. As a "Tier 2" jurisdiction, the City of San Leandro entered into a joint <br />agreement, which the City Council approved on April 6. 2009, to file a joint application <br />with other the "Tier 2" cities of Berkeley, Fremont, Livermore, and Union City in order to <br />meet the $1 million threshold requirement and receive $2,230,495 in federal NSP 1 funds. <br />With the City of Livermore acting as the "lead agency", the cities selected Hallmark <br />Community Solutions (Hallmark) as the program contractor to use this pool of NSP1 <br />funds to acquire, rehabilitate, and resell foreclosed and abandoned properties as well as <br />process prospective income -eligible homebuyers for the purchased properties. Hallmark <br />has successfully purchased four (4) single-family residential properties in Livermore. <br />Two (2) of these Livermore homes will have its rehabilitation completed by the end of <br />July, while the other two (2) homes will be rehabilitated by the end of August. <br />Moreover, once one (1) Union City property closes escrow at the end of August, all of the <br />$2,230,495 NSP funds would be fully committed.
