processing prospective homebuyers so that the income -eligible households can move in <br />as soon as the homes have been fully rehabilitated. <br />• The American Recovery and Reinvestment Act (ARRA), signed by President Obama in <br />February 2009, provided an additional $1.93 billion for the NSP program (NSP2). This <br />second round of NSP funds was issued through a national competition. In Alameda <br />County, jurisdictions with qualifying census tracts created a consortium and applied <br />together for an $11,000,000 award, which was successfully funded. The County is the <br />lead agency in the Alameda County NSP Consortium, which includes the City of San <br />Leandro as well as the cities of Dublin, Emeryville, Fremont, Hayward, Livermore, <br />Newark, Pleasanton, Union City, and the Unincorporated County. The funds will be used <br />throughout the Consortium in neighborhoods with the greatest foreclosure and vacancy <br />problems. <br />Under the $11 million dollar NSP2 grant, funds were allocated to each jurisdiction, which <br />will work with local nonprofit housing agencies to purchase and rehabilitate at least 100 <br />foreclosed and vacant homes throughout the consortium and six (6) units in San Leandro <br />and re -sell or rent them to eligible households. In 2009, funds covering San Leandro <br />were awarded to Hallmark Community Solutions to implement NSP in the city. <br />♦ Eliminate Barriers to Affordable Housing""" <br />• The Housing Element of the General Plan identifies barriers to affordable housing and <br />establishes "Goal 58: Elimination of Housing Constraints", which identifies policies and <br />actions with implementation strategies to eliminate barriers. These policies include <br />amending zoning regulations, streamlining permitting procedures, evaluating <br />development fees, providing a customer -friendly environment, resolving design issues, <br />and correcting infrastructure deficiencies and soil contamination. On April 5, 2010, the <br />City Council approved an updated Housing Element for the General Plan. City staff is <br />now awaiting for the final letter of certification from the State Housing & Community <br />Development Department (State HCD). <br />• The City, the other six (6) HOME Consortium (HOME TAC) jurisdictions (Cities of <br />Alameda, Fremont, Hayward, Livermore, Pleasanton, San Leandro, and Union City; the <br />Alameda Urban County that includes the City of Albany, Dublin, Emeryville, Newark, <br />and Piedmont; and the Unincorporated County), and the County of Alameda HCD have <br />contracted with Bay Area Economics (BAE) to prepare and produce the Regional <br />Analysis of Impediments to Fair Housing Choice (AI) for the Alameda County HOME <br />Consortium. The Al update was completed in January 2010.
