Actions Taken to Overcome Gaps in Institutional Structure and Enhance <br />Coordination <br />The City coordinates with other City departments, social service agencies, other cities, and the <br />County of Alameda to enhance the delivery of services and housing through the Continuum of <br />Care Council. The City subcontracted with nineteen (19) non-profit agencies to provide social <br />services programs (using both CDBG and General Fund monies). In addition, the City <br />participates in the HOME Consortium (HOME TAC) with six (6) other cities and the County of <br />Alameda. The City supports the Housing Authority of Alameda County to operate the Section 8 <br />Rental Assistance Program within San Leandro. The City supports the Alameda County <br />Continuum of Care Council and participates in meetings regularly to enhance coordination with <br />other jurisdictions and countywide social service agencies. Additionally, the City worked <br />closely with the Alameda County Housing and Community Development Department to adopt <br />and provide support for its Alameda Countywide EveryOne Home Plan to end chronic <br />homelessness. <br />Actions Taken to Improve Public Housing and Res)r tial Initiati <br />San Leandro has no public housing. The Housing Authority of Alameda County (HACA), which <br />also has no public housing sites in San Leandro, administers the Section 8 voucher and Shelter <br />Plus Care certificate programs for the City. HACA provided 1,310 vouchers and nineteen (19) <br />certificates in FY 2009-2010. <br />Actions Taken to Evaluate and Reduce Lead -Based Paint Hazards <br />The new Environmental Protection Agency (EPA) rule effective April 22, 2010 requires that <br />contractors be EPA -lead certified prior to beginning work on structures built before 1978. The <br />City, specifically its Building & Safety Services Division, now requires contractors, who are <br />working on homes built prior to 1978, to demonstrate that they have satisfied the EPA law prior <br />to providing them the City building permits needed. <br />The City's Single Family Rehabilitation Program, which includes low interest loans and minor <br />home repair grants for eligible low-income homeowners, is funded solely with Redevelopment <br />Housing Set -Aside funds. The Residential Rehabilitation Program includes lead-based paint <br />awareness and information literature in each application packet. Testing is always performed on <br />homes when there are children ages seven years old and under living in them. The City utilizes <br />lead abatement contractors in addition to general contractors when appropriate to perform the <br />necessary repairs. Similarly, the program now requires EPA certificates from its general <br />contractors certifying their training with regard to lead-based paint. <br />The City informs tenants of lead-based paint and complies with both the new EPA law on lead <br />and renovation as well as with applicable HUD lead-based paint hazard reduction guidelines and <br />regulations when it uses federal funds, such as HOME funds, for acquisition and rehabilitation of <br />apartments for preservation or maintenance of affordable housing <br />DRAFT Consolidated Annual Performance and Evaluation Report: FY 2009-2010 <br />City of San Leandro <br />Page 29 <br />
