PART III: EVALUATION OF ANNUAL PERFORMANCE <br />The purpose of this section is to assess the City's progress in meeting the priority needs and <br />specific objectives identified in the Action Plan FY 2009-2010 that will make the City's vision <br />of the future become a reality. <br />San Leandro completed the fifth and final year of its FY2005-2009 HUD Consolidated Plan. <br />The need to increase affordable housing, both rental and for sale, is one of the main goals of both <br />the Housing Element of the City's General Plan and the Consolidated Plan (Con Plan). <br />1) Relationship of the Use of CDBG Funds to Priorities, Needs, Goals and Specific Obiectives. <br />FY 2005-2009 (Consolidated Plan Period AX <br />All CDBG funds were used to help the CDBG Program meet its national objift, es of providing <br />a suitable living environment, decent housing, and economic opportunities to"116 low- and <br />moderate -income persons. The City has met or exceeded all of its anti cipate4-,dousing and <br />community development outcomes under its FY 2005-2009 HUD Consolidated Plan. From July <br />1, 2005 through June 30, 2010, the City provided CDBG-funded public services to 90,462 <br />persons in need, exceeding its goal by 335%. <br />Additionally, the City utilized CDBG funds for numerous capital improvements projects. The <br />City allocated majority of the CDBG funds to construct a new Senior Center, and as explained <br />more fully on page 15 under the "public facilities and improvements" section, the City <br />completed construction of the Senior Center in FY 2009-2010. The City also assisted non-profit <br />public services providers with the rehabilitation of their respective facilities including Family <br />Service Counseling & Community Resource Center and San Leandro Boys & Girls Club. <br />Moreover, the City used CDBG funds to assist Davis Street Family Resource Center acquire its <br />facility and consequently reduce its overhead costs by nearly $250,000 per year. Lastly, using <br />both CDBG funds and Transportation Development Act funds, the City successfully constructed <br />366 new wheelchair ramps and curb cuts throughout the City. <br />Several of the City's keep goals focused on producing or rehabilitating housing within San <br />Leandro. Over the past five (5) years, one hundred and forty-three (143) units were acquired, <br />rehabilitated, or newly constructed with CDBG, HOME, and/or Redevelopment Set -Aside <br />(RDA) funds. Using HOME funds, the City assisted Allied Housing, a non-profit affordable <br />housing provider, to acquire twenty-five (25) units at Mission Bell Apartments. While Mission <br />Bell was already a majority Below Market Rate (BMR) property for the City, the use of HOME <br />funds allowed Allied Housing and the City to deepen the affordability restrictions, thus being <br />able to provide extremely low- and very low-income households with even more affordable <br />rents. With RDA funds, the development of Casa Verde Apartments, owned and managed by <br />non-profit housing developer Mercy Housing, resulted in sixty-eight (68) new units from the <br />formerly dilapidated Islander Motel. The City also provided non-profit affordable housing <br />developer Eden Housing with both HOME and RDA funds to construct fifty-one (51) senior <br />units for very low-income seniors at Estabrook Place. <br />DRAFT Consolidated Annual Performance and Evaluation Report: FY 2009-2010 <br />City of San Leandro <br />Page 32 <br />
