The City, furthermore, met its goal of preserving existing affordable rental and ownership <br />housing for low- and moderate -income households by using RDA funds. Although the City <br />provided 100 single-family home repair grants, compared to its goal of 200 grants, it did process <br />thirty-eight (38) single-family rehabilitation loans and thirty-nine (39) mobile home repair <br />grants, exceeding the respective goals of twenty-five (25) rehabilitation loans and twenty-five <br />(25) mobile home grants. The City managed to assist thirty-nine (39) low- and moderate -income <br />first-time homebuyers as well through its RDA -funded First -Time Homebuyer Down Payment <br />Assistance Loan Program. This exceeds the targeted five-year goal of fifteen (15) loans by <br />260% due primarily to availability of inclusionary/BMR units and declining home values. <br />Lastly, even though, the City did not meet its fair housing goal of handling 125 complaints, <br />inquiries, and audits, it still assisted ECHO Housing to handle 111 complaints by providing <br />CDBG funds. Both the City and ECHO Housing concluded that the lower than anticipated <br />number of fair housing complaints may be credited somewhat to ECHO Housing's fair housing <br />trainings, presentations, outreach, and audits that educate both tenants and landlords about fair <br />housing. -14Y <br />FY 2009-2010 (Action Plan Period) <br />Fifteen percent (15%) of CDBG funds were allocated towards public services for four (4) <br />subrecipients. In FY 2009-2010, the City provided CDBG-funded public services to 45,243 <br />persons in need. One of the subrecipients, ECHO Housing, provided two (2) services: fair <br />housing services and tenant/landlord counseling. However, the City funded fair housing under <br />the CDBG General Administration category. Services and performance outcome measurements <br />are explained for each of these subrecipients under the previous "fair housing", "public services" <br />and "homeless needs and prevention" sections. <br />As previously described, two (2) major construction projects were completed in FY 2009-2010. <br />The CDBG-funded Senior Center was substantially completed. The HOME -funded 51 -unit <br />senior rental property Estabrook also was constructed and fully leased up. Other CDBG capital <br />improvement projects included the non -profits San Leandro Boys & Girls Club's window <br />replacement project and Davis Street Family Resource Center's acquisition of its facility. <br />2) Changes in Program Objectives <br />During this program year, the City submitted to HUD Amendment #1 to the FY2005-2009 <br />Consolidated Plan and Amendment #1 to the FY2009-10 Final Action Plan in order to add a new <br />project: the commitment of $500,000 CDBG funds to the local non-profit Davis Street Family <br />Resource Center (DSFRC) to assist in the acquisition of its current facility. (See page 16.) HUD <br />approved both amendments, and DSFRC successfully acquired its building. <br />3) Assessment of Efforts in Carrying Out Planned Actions <br />Overall, the City has met or exceeded all of its housing and community development goals (see <br />Exhibit A) in its FY 2009-10 HUD Action Plan. The City provided the requested certifications <br />of consistency with the Consolidated Plan for HUD program applications. The City did not <br />hinder Consolidated Plan implementation by action or willful inaction. <br />The City pursued all the resources it indicated it would to meet the goal of improving the <br />DRAFT Consolidated Annual Performance and Evaluation Report: FY 2009-2010 <br />City of San Leandro <br />Page 33 <br />
