Update on 1-lousing Rehabilitation Program <br /> Community Development Director Sims updated the committee on the amendments being considered <br /> by staff to the Housing and Rehabilitation Program. Sims explained that the Housing Rehabilitation <br /> Program provides approximately 21 grants and nine loans each year for housing rehabilitation <br /> primarily for seniors and the handicapped. <br /> Staff is currently looking at updating the grant amounts and making changes to the administrative <br /> procedures to allow the Community Development Director more discretion to approve grant requests <br /> exceeding the maximum limits, as well as approve applicant requests for cash out financing and loan <br /> subordination. These changes will be taken to the City Council in October and November. <br /> The Committee discussed the terms and funding of the Housing and Rehabilitation Program loans and <br /> grants. <br /> 2. Update on the Industrial Competitiveness Program <br /> Business Development Analyst Kay updated the Committee regarding the Industrial <br /> Competitiveness Program (ICP) which provides financial incentives to encourage energy - efficiency <br /> improvements at industrial facilities. As part of the ICP, the Agency sponsored six San Leandro <br /> companies - Ghirardelli Chocolate, Mi Rancho Scandic Springs, Alameda County Industries, <br /> OSlsoft, and Alco Iron and Metal to participate in a Sustainability Circle facilitated by Natural <br /> Capitalism Inc. <br /> The Sustainability Circle aims to bring together companies from a diverse range of industries to <br /> share resources and tips on how to improve the energy efficiency of their buildings and operations. <br />
