City Council Rules and Communications Committee Page 1 3 <br /> September 28, 2010 <br /> • <br /> Committee Member Stephens commented that he would like the Guidelines to be better <br /> defined, but expressed concern that their application would become a subjective test. <br /> Committee Member Prola expressed a preference for the proposed Guidelines. <br /> The City Attorney also recommended adding language to the Guidelines which states that no <br /> public funds will be used in support of or opposition to any measure. <br /> Dave Johnson, CEO of the San Leandro Chamber of Commerce, agreed with Committee <br /> Member Stephens that support for ballot measures is a subjective exercise. Mr. Johnson <br /> suggested that the City consider expanding the Guideline to include support for proposed <br /> legislation. <br /> Committee Recommendation: <br /> The Committee recommends the proposed changes to the Guidelines be brought to the full <br /> Council for consideration. <br /> 3. Election Update <br /> Staff reported to the Committee on the upcoming important election dates, the recent <br /> Candidate Information Workshop conducted by the City Manager and City Attorney, and the <br /> educational presentations that have been made, and that are scheduled, on Ranked Choice <br /> Voting. <br /> 4.
