They have verified through maps and <br /> information collected from the Lincoln Highway Association that this, in fact, was the route <br /> through San Leandro for the Lincoln Highway. <br /> The Committee members agreed that it would be appropriate to forward the request to the <br /> Library- Historical Commission for recommendations as to placement of signage to recognize <br /> this piece of San Leandro's history. <br /> Committee Recommendation: <br /> The Committee recommends that the matter of placement of signage to recognize the Historic <br /> Lincoln Highway be referred to the Library- 1-listorical Commission for review and <br /> recommendation. <br /> 1. Follow up on Referral to Library - Historical Commission regarding Mary Green <br /> Mr. Bohne provided a report on the request by the San Leandro Arts Council, to name the Art <br /> Hallway at the Main Library in honor of San Leandro artist Mary Green. The matter was <br /> recommended by the Committee, and referred by the City Council to the Library- Historical <br /> Commission, for review and recommendation. After referral to the Commission, the idea was <br /> revised to instead honor San Leandro artists with a plaque installed in the Art Hallway, and <br /> the Arts Council was amenable to this change. It was recommended that Mary Green be the <br /> first artist honored with her name on the plaque, and that the Arts Council would fund the <br /> purchase of the plaque and recommend names of other artists to be honored. The Committee <br /> agreed with this idea. <br /> 2. Review of Guidelines Regarding Council Support for Ballot Measures <br /> Following the Council's discussion at the September 20 City Council meeting regarding <br /> support for ballot measures, the Committee reviewed staffs suggested changes to the <br /> Guidelines Regarding Council Support for Ballot Measures in the City Council Members' <br /> Handbook. The existing Guidelines are very restrictive, only permitting the Council to <br /> support measures that the City has co- authored or sponsored. The suggested changes would <br /> permit the Council to consider support for or opposition to any ballot measure which has <br /> direct benefit to or impact on a significant portion of the community of San Leandro or the <br /> City. Staff also recommended language be added to the guidelines, requiring Council <br /> Members to receive consensus from the body in order to have the requested support or <br /> opposition placed on a future City Council agenda for discussion. <br />
