B. Description of Project Team <br /> 2. Proposed ESA Project Management <br /> Organization and Staff Roles <br /> The ESA team is structured to have a relatively small group of carefully <br /> selected experts which, meeting in working sessions, will combine all <br /> information to scope alternatives at the same time and place, rather than <br /> compartmentalize subconsultants in separate tasks. This achieves a synergy <br /> between disciplines, and also serves to avoid one member spending time <br /> considering alternatives which will turn out to be impractical when reviewed <br /> by another. Tom Roberts, a Senior Director at ESA, will provide overall <br /> project guidance as Project Manager. Tom has worked along the San <br /> Leandro waterfront since 1994, monitored hydrology in the marshlands and <br /> the DMMS, and interacted positively with City staff at all levels. A long -time <br /> Bay mariner who has visited the City's Marina many times, he has first hand <br /> knowledge of both the assets and liabilities of the Harbor Basin in its current <br /> configuration. <br /> 3. Key Personnel Assignments <br /> We provide below a brief summary of each team member's role and <br /> responsibility on this project. Detailed resumes follow the summary. <br /> Tom Roberts, CWB — Project Manager <br /> Tom is a Certified Wildlife Biologist and Land Management Ecologist with <br /> more than 30 years of experience. He specializes in land use planning and <br /> natural resource evaluation throughout California. Tom worked in various <br /> capacities on the marshland since 1994, and has been a senior author or <br /> QA/QC reviewer on the Marsh Management Manual and 2007's San <br /> Leandro Marina Opportunities and Constraints Analysis. Most recently, last <br /> fall he managed ESA's team for permitting and monitoring the San Leandro <br /> Bay Trail Levee Repair. His shoreline and coastal experience includes the <br /> marina redevelopment on Treasure Island, the Oak to Ninth Avenue <br /> Waterfront Development in Oakland, Coast Dairies State and Federal Park <br /> Plan, the UC Santa Cruz Marine Science Campus and the Marina Center <br /> Mixed -Use Development EIR in Eureka. As PM, Tom will serve as the <br /> principal contact with the City and be responsible for overseeing the <br /> preparation of the final study report. Besides his PM role, he will be the lead <br /> professional for tasks involving biological habitats and regulatory issues. <br /> Tania Sheyner, AICP, LEED AP — Land Use Planner <br /> Tania is a Senior Associate Planner with over six years of experience in <br /> preparing technical analyses for land use planning and environmental <br /> • <br /> B -2 cdy d San Leandro HOMO' Bastin ARomativos Study RFP 50536 <br />
