Lee Miles — Regulatory Specialist Lee is a Regulatory and Permitting Compliance Manager who brings over 10 years of experience specializing in regulatory permitting and compliance. She has managed a variety of permitting projects and provides expertise in the complexity of permitting requirements and application processes for both small- and large -scale projects, including Section 404 U.S. Army Corps of Engineers (Corps) permits, California Department of Fish and Game (CDFG) Lake and Streambcd Alteration Agreements, Section 401 Water Quality Certifications, San Francisco Bay Conservation and Development Commission (BCDC) Major, Minor and Abbreviated Permits and California Coastal Commission Coastal Development Permits. She has also conducted jurisdictional wetland delineations for a variety of wetland environments throughout the Bay Area. Lee was the Permit Manager for the Port of San Francisco Piers 27 -31 Mixed -Use Recreation Project EIR, a high - profile development project that integrates recreational uses, open space, retail and office space on a 19 -acre waterfront site at the Port of San Francisco. She also managed permitting and regulatory compliance for the SFPUC Sunol and Niles Dam Removal Project and the EBMUD San Pablo Dam Seismic Upgrade Project. Most recently at San Leandro, she prepared the permits for the Bay Trail Levee Repair project. Michelle Orr, PE (ESA PWA) — Restoration Planner Michelle is a water resources engineer with 17 years experience providing project management and technical expertise related to coastal ecosystem restoration.
