How are the Alternatives Generated? <br /> In other exercises of this type, we've noticed that members of a consultant <br /> team working separately can, while perfectly capable and professionally <br /> • <br /> competent, waste time considering solutions which will prove impractical <br /> when viewed by another practitioner from a different perspective. The <br /> process, here, is as important as the product. It is equally important to "think <br /> outside the box" and simultaneously know what the size and shape of the box <br /> will be. ESA finds this managed creativity is best and most economically <br /> served by having small teams with access to the same set of technical <br /> documents, meeting together periodically (we plan on three of these group <br /> brainstorming sessions, with additional sessions on an as- needed basis). City <br /> staff will be welcome to these sessions, which have the following format, i.c. <br /> • <br /> a checklist, to affirm, eliminate, or modify the original proposal. <br /> Basic Proposal. Team member describes, for example a (purely <br /> hypothetical) option that involves a small sandy beach area occupying a <br /> portion of a downsized marina. <br /> Does it provide aquatic recreation? It does, but is this part of the <br /> expectation of the public? <br /> Is it complimentary with Cal -Coast Development planning?
