Project Understanding and Approach <br /> The central mission of the City of San Leandro Harbor Basin Alternatives <br /> Study can be stated in a straightforward way: First. to provide alternative <br /> configurations for the Harbor Basin which retain aquatic recreational <br /> opportunities but which will be in equilibrium with natural sedimentation <br /> =`' processes; and second, to consider options for the DMMS as an expanded <br /> r ;'^ and improved natural habitat which also can be a City amenity. <br /> ..i. =j,e. <br /> ° ice 2. Work Product Organization <br /> Section C described the team's process for generating the alternatives. As <br /> this collaborative process moves forward, thc team will produce technical <br /> memoranda that capture each team member's input. These technical <br /> memoranda will form the subsections to the final report, but the initial <br /> products to be submitted to the City will be the descriptions of the <br /> Alternatives with the initial assessments of each team member. In this <br /> manner, the ESA team will have City feedback early in the process and help <br /> in reducing thc initial five alternatives to the two or three design concepts. <br /> Task 1. Team Meeting Reports for Harbor Basin <br /> Alternatives <br /> We will have three formal group brainstorming meetings, one each in <br /> October, November and December. <br /> Deliverable: Within two weeks of the meeting date, ESA will provide <br /> the City with a preliminary representation of thc alternative proposed, <br /> including initial responses from all team members under the following <br /> headings: <br /> • Permitting and regulatory opportunities and constraints <br /> • Cost projections <br /> • Long -term maintenance projections <br /> • Potential revenues <br /> • Meteorological and hydrological patterns and constraints <br /> City of San Leandro Harbor Basin Alternatives Study RFP 50536 E -1 <br />
