ROBERTS, CWB <br /> Director, Biological Resources Group <br /> Mr. Roberts is a Senior Wildlife Biologist and Land Management Ecologist with almost 30 years of <br /> experience. He served for ten years as a Biologist and Planner for the U.S. Forest Service, where he <br /> concentrated on habitat restoration, endangered wildlife issues and forest planning. After leaving the USES, <br /> he entered the private sector in Central California, specializing in biological data gathering and analysis for <br /> biological assessments and permitting in major planning and construction efforts, such as pipelines, energy <br /> development and other linear facilities, projects spanning several years, vast areas and highly complex data <br /> sets. He is an accomplished writer and technical editor, with three novels, two essay collections and many <br /> scientific and non - technical reports and published articles. <br /> Relevant Experience • <br /> Education <br /> M.S., Wildlife Biology, City of San Leandro Shoreline Marshlands Management Plan. Project <br /> University of Massachusetts, <br /> Amherst, MA Manager. Tom provided wildlife monitoring for San Leandro's Shoreline <br /> B.A., Anthropology, Magna Marshlands. He developed five -year shorebird, mammal and vegetation <br /> Cum Laude. Harvard monitoring plans for restored marsh on the San Francisco Bay, within the <br /> University, Cambridge, MA approach pattern for Oakland International Airport. The project restored tidal <br /> action to lands that had been diked off from the Bay since the turn of the century <br /> Certifications I Registrations <br /> Certified Wild ire Biologist, and returned the historic Roberts Landing Slough to regular tidal action, <br /> The Wildlife Society, 1984 enhancing habitat for at least two endangered species. The project also expanded <br /> environmental education and recreational opportunities by constructing public - <br /> Specialized Training access trails and interpretive signage and creating habitat islands within the <br /> Welland Delineation Training enhancement arca. <br /> Course, U.S. Army Corps of <br /> Engineers <br /> Palo Alto Baylands Comprehensive Conservation Plan. Project Director. <br /> Tom directed a comprehensive conservation plan that will serve as a working <br /> guide for City of Palo Alto (City) staff and volunteers to protect important <br /> habitat. The comprehensive conservation plan identified sites with high <br /> restoration potential, and determined feasible methods for endangered species <br /> habitat enhancement, restoration, and control of invasive non - native species. <br /> The plan also included a trail use and management plan that balances <br /> conservation objectives with recreational access by clarifying use designations; <br /> concentrating visitor use away from sensitive natural resources; providing <br /> maintenance standards; and identifying priority patrol areas. <br /> Marina Center Mixed -Use Development EIR, Eureka, CA. Senior <br /> Biological Task Manager. Tom was senior reviewer and responded to <br /> comments on this EIR, in which wetland restoration was used to enable a project <br /> in the coastal zone. Designation of potential ESHAs was a particularly <br /> challenging issue. ESA prepared and submitted a Draft EIR for a former railroad <br /> turntable yard in Eureka, California. The 43 -acre project site is in the Coastal <br /> Zone, currently being investigated for subsurface contamination of soil and <br /> groundwater.
