CITY OF SAN LEANDRO <br /> APPROVED AND <br /> STAFF REPORT FORWARDED <br /> TO CITY COUNCIL <br /> DATE: October 4, 2010 ephen Hollister <br /> TO: Stephen Hollister, City Manager City Manager <br /> FROM: Lianne Marshall, Assistant City Manager <br /> BY: Kathy Ornelas, Community Relations Representative Yy ,, <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION AMENDING GUIDELINES REGARDING COUNCIL SUPPORT FOR OR <br /> OPPOSITION TO BALLOT MEASURES IN THE CITY OF SAN LEANDRO COUNCIL <br /> MEMBERS' HANDBOOK <br /> SUMMARY AND RECOMMENDATION <br /> It is the recommendation of the City Council Rules and Communications Committee that the <br /> Guidelines for the City Council's support of or opposition to ballot measures in the City of San <br /> Leandro Council Members' Handbook be updated to allow support of or opposition to measures <br /> that directly benefit or impact a significant portion of the community of San Leandro or the City <br /> of San Leandro. <br /> BACKGROUND <br /> In 2004, the current Guidelines Regarding Council Support for Ballot Measures was adopted by <br /> the City Council, limiting the Council to only supporting ballot measures that have been initiated <br /> by or sponsored by the City. <br /> Discussion at the September 20, 2010 City Council meeting centered on the desire to revisit <br /> these guidelines. The Council asked the Rules and Communications Committee to discuss it at <br /> its September 28 meeting and bring back a recommendation. <br /> Given that many local agencies, such as School Districts, East Bay Regional Park District, AC <br /> Transit and others, as well as the League of California Cities, often place measures on ballots <br /> which may benefit the community of San Leandro and /or the City, and conversely, often ballot <br /> measures may have adverse impacts on the community or the City if approved by voters, it is the <br /> recommendation of the City Council Rules and Communications Committee that the current <br /> guidelines be amended to allow the Council to support or oppose ballot measures as appropriate. <br />
