Ayes: 5; Noes: 0; Abstain: 2 (Souza and Stephens) 8.I. Resolution Supporting Measure M, San Leandro Sports Facilities School Bond (supports Measure M on the November 2010 ballot to fund renovations and improvements to sports facilities at San Leandro schools and at Burrell Field). A motion was made by Councilmember Prola, seconded by Councilmember Gregory, to adopt the resolution supporting Measure M. Councilmember Stephens existing guidelines would be a slippery slope, because the outcome of virtually every ballot measure would affect San Leandro in some way. A discussion ensued regarding placing a review of the Guidelines Regarding Council Support for Ballot Measures on the next Rules and Communications Committee agenda. Councilmember Starosciak agreed with Councilmember Stephens, commenting that the matter should be tabled until the Rules and Communications Committee has had the opportunity to review the guidelines. A substitute motion was made by Councilmember Starosciak, seconded by Vice Mayor Reed, to table consideration of Item 8.I.Guidelines Regarding Coun September 28, 2010 City Council Rules and Communications Committee meeting. Ayes: 4; Noes: 3 (Gregory, Prola and Santos) Mr. Hollister stated that staff could provide the Highlights from the September 28, 2010 Rules and Communications Committee meeting, along with any recommended action by the Committee, to the Council at its October 4, 2010 meeting. 10.
