Eden Road Underground 3 November 1,2010 <br /> Applicable General Plan Policy <br /> General Plan Section 44.05 Street Beautification - City should implement programs to <br /> underground utilities along commercial thoroughfares. <br /> Environmental Review <br /> • Placing existing utilities underground is categorically exempt per section 15302 (d) of the <br /> California Environmental Quality Act (CEQA) <br /> • Construction of the Eden Road improvements, including new streetlights powered either <br /> above or below ground, was determined to be categorically exempt per section 15303 (d) of' <br /> CEQA when the plan line for the road was adopted in 2007 <br /> Summary of Public Outreach Efforts <br /> Approval of a resolution of intention calling for a public hearing will result in public outreach to <br /> the affected property owners. <br /> Fiscal Impact <br /> • Costs to underground the existing utilities and power new streetlights underground if done <br /> simultaneously with the roadway construction project is estimated at $500,000 (2010 dollars) <br /> • The project will not be constructed unless an assessment district is formed to fund both the <br /> underground utility project and the roadway construction project <br /> • The City owns several parcels within the contemplated assessment district. The City's <br /> portion of the cost is approximately 20% <br /> • Funds to pay for the City's share of construction costs will be allocated either when plans are <br /> approved or when the contract is awarded. The funds to pay for the City's share of <br /> undergrounding costs approximately $100 will be allocated from the underground <br /> utility replacement fund <br /> • PG &E funds for relocating utilities underground, commonly known as Rule 20A funds, are <br /> not available for this project as the City's allocation has already been committed to two <br /> underground projects on East 14 Street <br /> CONCLUSION <br /> Staff recommends approval of a resolution of intention calling for a public hearing to establish an <br /> Underground Utility District on Eden Road from Doolittle Drive to Davis Street. <br /> G:1_Council Items In Process \NOV 0I \UG I'roj, Eden Road \Eden Underground Public Hearing MEM.Doc <br />
