ADA Transition Plan 2 November 15, 2010 <br />Finally, staff determined a schedule of when all of the modifications will occur. The City is <br />allowed to do the modifications incrementally, with each reasonable increment period being <br />three years. Starting modifications in FY 2012, the Plan projects 15 years (FY 2012 through <br />2026) to bring all public use areas of City facilities into compliance. <br />As an example, as listed in the attached Facility Summary Costs and Modification Schedule in <br />the attached Executive Summary, the Main Library, Marina Community Center, City Hall South <br />Offices, Police Department, City Hall, Washington Manor Library, and Marina Park will be the <br />facilities targeted for ADA modifications in the first three -year period (FY 2012 - 2014). <br />The Plan does not take into consideration Capital Improvement Projects that could remedy the <br />accessibility issues in a facility in advance of the Plan's schedule. For example, the Recreation <br />and Human Services Department is seeking Proposition 84 grant funding for a major renovation <br />to Siempre Verde Park. Staff expects to hear in the coming weeks if that grant is approved. If <br />the renovation takes place, Siempre Verde Park will be brought fully into ADA compliance with <br />that project, the park would come off of the ADA Transition Plan schedule, and another facility <br />conceivably could be moved up in the Plan. <br />Likewise, the Plan does not take into consideration all of the renovations that would occur should <br />the Shoreline -Marina Master Plan come to fruition. At this time, the financial viability of the <br />boat harbor is unknown, and it is anticipated that a decision will be made next Fiscal Year <br />regarding its viability. <br />Staff will review and update the new Plan annually. <br />Current City Council Policy <br />The City's current ADA Transition Plan was adopted by Minute Order 95 -03. <br />City Council Committee Review and Action <br />This information was presented to the City Council Facilities and Transportation Committee on <br />October 12, 2010, and the Committee's recommendation was to bring it forward to the full City <br />Council for adoption. <br />Summary of Public Outreach Efforts <br />The drafted Plan, plus a copy of the survey of all of the City's facilities where public services <br />and programs are offered, have been mailed or e- mailed to 28 agencies in the area which provide <br />services to the disability community, welcoming their review and comment. Additionally, the <br />drafted Plan and Survey were placed on the City's website, and an advertisement was placed in <br />the San Leandro Times, welcoming review and comments for both documents. Comments were <br />requested to be submitted to staff by October 1, and other than two compliments for the City's <br />efforts on the Plan, no other comments were received. <br />Additionally, staff will be working with MIG in the coming months to update the City's Self <br />Evaluation Plan. While an update of the Self Evaluation Plan was not required by FHEO or <br />HUD, staff feels it is prudent to update this document as well. The Self Evaluation Plan was <br />originally written in 1993 and has not been updated since. Additional community outreach will <br />
