ADA Transition Plan 3 November 15, 2010 <br />be done at that time, and changes can be made to the Transition Plan if recommendations come <br />from the community during the Self Evaluation Plan review. <br />Fiscal Impact <br />No expenditures for barrier removal, other than minor building maintenance tasks during the <br />course of normal duty (i.e. removal of door stops), are anticipated during FY 2010 -11. Projects <br />will begin in FY 2011 -12. <br />To complete all of the modifications within the next 15 years, the total cost is anticipated to be <br />$1,822,790, with American Golf Corporation being responsible for an additional $95,260 in <br />modifications for the golf courses. The drafted Plan estimates $150,000 per year will be <br />budgeted, using $130,000 per year in Community Development Block Grant funds supplemented <br />by $20,000 per year from General Fund facilities maintenance budgets and /or Measure WW <br />funds. All of the ADA modifications are CDBG eligible. However, as with all City funds, <br />CDBG funding is finite. The Community Development and Public Works Departments believe <br />these are reasonable amounts to budget from each fund on an annual basis. <br />The Public Works and Engineering and Transportation Departments anticipate that parks <br />planned for improvements under Measure WW funding (e.g. Marina Park, Washington Manor <br />Park, etc.) will receive those needed ADA modifications as part of the Measure WW project. <br />Staff is planning to address implementation of the modifications in two ways. Facilities needing <br />a significant number of modifications (e.g. the Main Library) will be incorporated into the City's <br />annual Capital Improvement Program. However, as staff time and resources allow, the Public <br />Works Department will also attempt to make as many minor modifications as possible (e.g. <br />relocating restroom amenities, re- signing parking spaces, etc.). <br />If additional funds become available, or should modifications to any of the facilities cost less <br />than estimated in the Plan, remaining facilities could be modified sooner than scheduled in the <br />Plan. <br />uu&vi <br />Tracy Vesely <br />Finance Director <br />Attachments <br />Executive Summary of the 2010 City of San Leandro ADA Facilities Transition Plan Update <br />CONCLUSION <br />It is recommended that the City Council adopt by motion the San Leandro Americans with <br />Disabilities Transition Plan 2010 Update. <br />
