Resolution Offering a $10,000 Reward for the Apprehension <br /> of the Individual(s) Involved in the Double Homicide at Monarch Bay Golf Course <br /> (provides for a reward for information leading to apprehension). <br /> Police Chief Ian Willis commented that while this was an active criminal investigation <br /> and he could not discuss it in detail, he felt that offering a reward would entice <br /> individuals with information about the crime to come forward. He has contacted <br /> American Golf Corporation, and AGC has expressed interested in contributing toward <br /> the reward. <br /> Chief Willis responded to questions from the Council. He reported that the funds would <br /> come from an investigations consulting account. <br /> M/S /C Stephens and Prola. Ayes: 7; Noes: 0 <br /> B. Report on Closed Session Actions Taken <br /> None. <br /> 11. CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br /> City Councilmembers report on their activities, including attendance at Intergovemmental <br /> Agency meetings, conferences and seminars, and local events, and make brief announcements <br /> on issues of concern. <br /> Vice Mayor Reed reported on the appointment process to fill the Area 4 vacancy on the <br /> Alameda County Board of Education, which she described as `the worst process I've ever <br /> seen." The Board's third choice candidate was appointed to the seat on the condition that he <br /> promised not to run for the office in the next election. <br /> Councilmember Starosciak spoke in support of the 2 -1 -1 phone service, and its importance to <br /> the residents and businesses in San Leandro. She reported that she attended last week's <br /> meeting of the Alameda County Transportation Commission, at which $66.000 in grant <br /> funding was found for the LINKS Shuttle. <br /> Councilmember Prola reported that he attended the ribbon - cutting for Carrington College; the <br /> second program in the San Leandro by Design series; the Mulford Gardens Improvement <br /> Association (MGIA) meeting; and the Chamber of Commerce Halloween mixer at the Hilton <br /> Garden Inn. Councilmember Prola encouraged everyone to vote in tomorrow's election. <br /> Councilmember Stephens commented on the negative campaigning in this election, stating <br /> that it is wonderful to live in this time in history when we have the freedom to express our <br /> views and vote for what we think is right and proper. <br />
