3. Discussion Regarding I -880 High Occupancy Vehicle Project, Marina and Davis <br /> Overcrossings and Memorandum of Understanding for Davis Street <br /> Uche Udemezue introduced Matt Todd from the Alameda County Transportation <br /> Commission. Mr. Todd gave a PowerPoint presentation regarding the 1 -580 Soundwall <br /> project in the City. He presented an overview of the project and outlined the features of <br /> the soundwalls and stated that the project will be followed up with a landscaping project <br /> and maintenance of the walls. <br /> Discussion ensued. Councilmember Gregory asked if it was possible to coordinate with <br /> Caltrans and City staff for the clean-up. Mike Bakaldin stated that cleaning was <br /> scheduled for the weekend of November 13 -14, and that an Earth Day event is being <br /> discussed. Mayor Santos stated that there is still a lot of noise throughout housing <br /> developments even where walls have been installed. He asked if a different wall design <br /> may eliminate some of the noise. Mr. Todd stated that different pavements will generate <br /> less noise, and that that is one of the things being looked into. <br /> Mr. Todd gave a PowerPoint presentation on the 1 -880 Southbound HOV Lane project. <br /> He presented the key elements of the project, the project funding and status. He gave an <br /> overview of the project and presented information regarding Davis Street Interchange, <br /> Marina Boulevard Interchange and San Leandro Creek/Union Pacific Railroad Bridge. <br /> Discussion ensued. Councilmember Souza asked if the Highway 92 interchange <br /> construction will be completed by the time construction is scheduled to begin on the 1- <br /> 880 project. Mr. Todd explained that it can be coordinated. He stated that work will also <br /> be underway in Oakland from Oak Street to 5` Street. He explained that coordination <br /> will be necessary with the whole corridor. <br /> 4. Discussion Regarding Amendment to Administrative Code Concerning Sewer <br /> Lateral Connections <br /> Uche Udemezue stated that staff would be presenting a proposal to City Council in the <br /> next month of two regarding Amendment to the Administrative Code concerning sewer <br /> lateral connections. Ken Joseph gave a PowerPoint presentation explaining that some <br /> sanitary sewer lines in the Dowling - Beverly -Breed area now require the relocation of <br /> main sewer lines. He stated that when a main line is relocated, the lateral piping and <br /> building connection require modification. The lateral pipeline from the City's sewer <br /> main is owned and maintained by the property owner. A proposed process was <br /> presented. <br /> Discussion ensued. Mayor Santos asked if homeowners have been notified. Ken <br /> explained that homeowners have not yet been notified because staff would like to go to <br /> them with a process in place. Mayor Santos asked if there were problems beyond the <br /> nine houses in the Dowling - Beverly -Breed area that were discussed. Steve Hollister <br /> explained that a proposed policy would be citywide, stating that there are other <br /> neighborhoods that are older and could have similar issues in the future.
