IC siness Development Manager n^ / <br /> BY: Elmer Penaranda, Senior Development Planner /S `-' <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION ACCEPTING THE ANNUAL REPORT OF THE WEST SAN LEANDRO <br /> SHUTTLE BUSINESS IMPROVEMENT DISTRICT FISCAL YEAR 2010 -11 AND <br /> DIRECTING THE CITY MANAGER TO IMPOSE THE BID ASSESSMENT AT THE <br /> CURRENT RATE <br /> SUMMARY AND RECOMMENDATION <br /> The West San Leandro Shuttle Business Improvement District Advisory Board (Advisory Board) <br /> reviewed the shuttle service (LINKS) FY 2009 -10 operational and financial performance and <br /> found it acceptable. The Advisory Board determined that the FY 2010 -11 operational and <br /> financial plan is also acceptable and recommended that the FY 2010 -11 BID assessment be <br /> maintained at its current base rate of $25.00 per business, plus $10.88 per employee, for <br /> businesses with greater than five employees. The rate has not changed since FY 2005 -06. <br /> Staff recommends that the City Council adopt the Resolution Accepting the Annual Report of the <br /> West San Leandro Shuttle Business-Improvement District Fiscal Year 2010 -11 and direct the <br /> City Manager to impose the BID assessment at the current rate, as recommended by the <br /> Advisory Board. <br /> In addition, an update on the following recent LINKS activities is included in this report for your <br /> information. <br /> 1. LINKS Riders Survey results conducted in September 2010; and <br /> 2. The Redevelopment Agency's contribution to fund a revenue gap due to lower BID <br /> revenue and the change in timing of receipt of grant funds; <br /> 3. The Request For Proposal (RFP) process for selection of a transportation contractor to <br /> provide the LINKS service effective March 1, 2011. <br />
