The San Leandro Transportation Management Organization ( SLTMO) with administrative <br /> assistance from the City of San Leandro continues to manage the operations of LINKS. This <br /> year, a rider survey was conducted to measure performance. Additionally, due to a change in <br /> grant funding, the Redevelopment Agency contributed $50,000 towards operation of the shuttle. <br /> The SLTMO is in the process of selecting a transportation contractor which will likely result in a <br /> decrease in operating costs. Specifics regarding the above follow for your information. <br /> LINKS Riders Survey <br /> A survey of LINKS riders was conducted the week of September 27, 2010. Over 200 riders <br /> participated in the survey, the highest number of participants yet. A few reasons might have been <br /> an incentive of $10.00 in Carrot Cash to be redeemed at the Farmers' Market and a change in the <br /> survey timing. <br /> Some key information from the survey is as follows: <br /> • 76% of the riders use LINKS to commute to work. <br /> • 67% live in San Leandro or Oakland. <br /> • 83% ride LINKS every day. <br /> • 78% stated that losing LINKS would create a financial hardship. <br /> • 25% of riders are low- income; another 8% are only one step above this level. <br /> The rider survey is a valuable tool in measuring ridership satisfaction, providing information to <br /> possibly improve the shuttle service, and providing required data and findings to agencies that <br /> award grant funding using ridership survey information, such as the ACCMA and MTC. <br /> Redevelopment Agency Contribution <br /> The $405,000 Lifeline Grant from MTC was initially awarded for FY 2008 -09 through FY 2010- <br /> 1 1. However, it took over a year and a half to enter into an agreement which resulted in a delay <br /> of the start date of the three -year grant until FY 2010 -11. The $195,000 budgeted to be received <br /> between July 1, 2008 and June 30, 2010 was not received which resulted in a cash flow issue and <br /> the need for a small infusion of funds. The Redevelopment Agency, which had funded the <br /> LINKS in previous years, stepped in to provide $50,000 to support the shuttle in FY 2010 -11. <br /> This contribution will be reported as a mid -year budget adjustment and the Lifeline Grant will <br /> now assist in funding LINKS operations through FY 2012 -13 assuring the continuation of <br /> LINKS. <br /> RFP Process for Selection of a Transportation Contractor <br /> The contract with MV Transportation, provider of the LINKS service, is scheduled to end on <br /> December 31, 2010. Thus, the SLTMO issued a Request For Proposals (RFP), for transportation <br /> contractors interested in providing the LINKS service in October 2010. The SLTMO received <br /> four proposals. Two companies were found to have a qualified management team, experience, <br /> the required types of vehicles, and rates that are 13 % -16% less than the current rates. The <br /> SLTMO interviewed the two and will be making its selection in December 2010. <br />
