WPCP Rehab - Prequalification 2 December 6, 2010 A prime contractor or subcontractor must install equipment, integrate new process control strategies, and program the software critical to maintaining and operating the WPCP. As part of the upcoming bid for the project, a contractor with extensive experience in instrumentation and process control systems will be required to perform that scope of work. Analysis It is critical to the success of the project that the City requires a qualified and reliable instrumentation and process control contractor to implement the control system. To assure that a qualified contractor is selected for this work, staff is proposing a list of prequalified contractors be created. Only the listed contractors will be allowed to bid on this portion of the construction contract, whether as a prime contractor or as a subcontractor. Pursuant to Public Contract Code Section 20101[d] and following the format and guidelines created by the Department of Industrial Relations, staff will prepare and publish a prequalification questionnaire. Responses will be evaluated for technical qualifications, experience, and the firm's financial stability. Staff will develop a list of qualified contractors to bid on the upcoming project and will include this list in the contract documents for the project.
