WPCP Rehab - Prequalification 2 December 6, 2010 <br /> A prime contractor or subcontractor must install equipment, integrate new process control <br /> strategies, and program the software critical to maintaining and operating the WPCP. As part of <br /> the upcoming bid for the project, a contractor with extensive experience in instrumentation and <br /> process control systems will be required to perform that scope of work. <br /> Analysis <br /> It is critical to the success of the project that the City requires a qualified and reliable <br /> instrumentation and process control contractor to implement the control system. To assure that a <br /> qualified contractor is selected for this work, staff is proposing a list of prequalified contractors <br /> be created. Only the listed contractors will be allowed to bid on this portion of the construction <br /> contract, whether as a prime contractor or as a subcontractor. <br /> Pursuant to Public Contract Code Section 20101[d] and following the format and guidelines <br /> created by the Department of Industrial Relations, staff will prepare and publish a <br /> prequalification questionnaire. Responses will be evaluated for technical qualifications, <br /> experience, and the firm's financial stability. Staff will develop a list of qualified contractors to <br /> bid on the upcoming project and will include this list in the contract documents for the project. <br /> Current Cih' Council Policy <br /> Ensure well- maintained sewer facilities. <br /> Previous City Council Action(s) <br /> • On November 1, 2010, by Resolution No. 2010 -119, the City Council passed a resolution <br /> authorizing the reimbursement of funding received under the funds advanced to the City <br /> pursuant to a state revolving fund financing agreement with the State Water Resources <br /> Control Board for the Water Pollution Control Plant Rehabilitation Project <br /> • On September 20, 2010, by Resolution No. 2010 -120, the City Council passed a resolution <br /> approving a contractual services agreement with Brown and Caldwell for constructability <br /> review of the Water Pollution Control Plant Rehabilitation Project <br /> • On September 20, 2010, by Resolution 2010 -122, the City Council passed a resolution <br /> authorizing the City Manager to dedicate net revenue from the wastewater enterprise fund to <br /> repay the State Revolving Funding Program for the construction of the Water Pollution <br /> Control Plant Rehabilitation Project <br /> • On July 6, 2010, by Resolution No. 2010 -087, the City Council passed a resolution <br /> authorizing the City Manager to sign and file a financing agreement with the State Water <br /> Resources Control Board for the Water Pollution Control Plant Rehabilitation Project <br /> • On September 15, 2008, by Resolution 2008 -137, the City Council passed a resolution <br /> approving a contractual services agreement with Carollo Engineers relating to the Water <br /> Pollution Control Plant Rehabilitation Project <br />
