November 2010 General Municipal Election 2 December 6, 2010 <br /> As required by the Elections Code of the State of California, an official canvass has been <br /> performed and a Statement of Election Results has been submitted by the ROV to the City. A <br /> resolution accepting the Statement of Election Results and declaring the results of the election <br /> has been prepared for the Council's adoption. <br /> Current City Council Policy <br /> Section 225(b) of the Charter of the City of San Leandro requires a successful candidate for <br /> elective office to receive at least 50% plus one of the votes cast for that office. In the event that <br /> no candidate receives 50% plus one of the votes cast for that office, the Charter requires the City <br /> Council to provide for a runoff vote to determine the person elected. The Charter provides that <br /> the runoff system may include an instant runoff voting system (i.e., RCV). <br /> Previous City Council Action(s) <br /> On January 19, 2010, the City Council adopted Resolution No. 2010 -006, approving the <br /> Memorandum of Understanding between the County of Alameda and the Cities of Oakland, <br /> Berkeley and San Leandro for reimbursement of the costs associated with RCV. <br /> On February 1, 2010, the City Council passed to print and adopted Ordinance No. 2010 -002, <br /> amending Article 1, Chapter 1 -11 of the San Leandro Municipal Code to change the date of the • <br /> City's General Municipal Election from June to November of even- numbered years. This <br /> change allowed the City to use RCV along with the Cities of Berkeley and Oakland in the <br /> November 2, 2010 election. <br /> On April 19, 2010, the City Council passed to print and adopted Ordinance No. 2010 -005, <br /> providing for the conduct of the General Municipal Election using RCV. <br /> On June 21, 2010, the City Council adopted Resolution No. 2010 -073, providing for the holding <br /> of the General Municipal Election on November 2, 2010, requesting consolidation with the <br /> Statewide General Election, and requesting that the Alameda County ROV conduct election <br /> services on the City's behalf. <br /> On July 19, 2010, the City Council adopted Resolution No. 2010 -104, adding Measure Z, the <br /> San Leandro Temporary Emergency Funding measure, to the November 2, 2010 election ballot. <br /> Summary Of Public Outreach Efforts — Outreach efforts included: <br /> • Informational brochures <br /> • 20+ community presentations <br /> • Webinars <br /> • iPhone app <br /> • Booth at the Downtown Farmers Market <br /> • Information in Sample Ballot <br /> • Special mailing to all voters <br /> • Public Service Announcements <br /> • Extra poll worker at every polling place <br /> Fiscal Impact — The cost of the election is estimated at $187,000. The Alameda County <br /> Registrar of Voters will invoice the City for the cost of election services. <br />
