DRAFT MINUTES Page 11 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting— December 6, 2010 <br />was based on the cost to the City in a very difficult budget time, and because the initial <br />investment has already been made, she does not see a reason to go back to the two election <br />system. Councilmember Starosciak stated that it has been an honor to work with the Mayor <br />and Council, and she thanked Mayor Santos for all he has done for San Leandro. She <br />expressed support for the decisions made by the Council, and respect for everyone's hard <br />work in their roles in service to the City. Councilmember Starosciak stated that she looked <br />forward to continuing in her role on the Council. <br />Councilmember Prola reported that he attended a meeting of the Davis Street Transfer Station <br />Neighborhood Form, and noted the strides made by the group; the second Town Hall <br />Meeting on the future of the Marina; the East Bay Dischargers Authority meeting, which he <br />attended as the Mayor's alternate; the ribbon - cutting for Luvata; the Senior Thanksgiving <br />Luncheons at the Library and MCC; the reception for outgoing San Leandro School Board <br />Trustees Pauline Cutter and Lisa Hague; the crime prevention meeting at the MCC; the Multi - <br />Cultural Mixer by the African American, Asian and Hispanic Business Councils; the Union <br />City Intermodal Station ribbon - cutting; and the "It's a Wonderful Night" event. <br />Councilmember Prola stated that he hopes the Tree Lighting Ceremony can be restored in the <br />future, and he is looking forward to the dedication of the Senior Community Center later this <br />month. <br />Councilmember Stephens attended the reception honoring School Board Trustees Hague and <br />Cutter, and the "It's a Wonderful Night" event. Councilmember Stephens commented that <br />we have an opportunity in every election to show the type of community we are. The ability <br />to take the tally and move on shows commitment to our democratic values, as well as our <br />respect for one another. <br />Councilmember Souza expressed support for returning to plurality elections, but commented <br />that she did not believe going back to runoffs is a viable solution. She commented that RCV <br />worked just the way she anticipated it would, and she hosted meetings to educate voters on <br />the process. She expressed appreciation for Councilmember Stephens' comments regarding <br />moving forward following the election. Councilmember Souza reported that she attended the <br />Town Hall meeting on the Marina; and provided a report on her attendance at the National <br />League of Cities Conference in Denver, Colorado. <br />Councilmember Gregory reported that he and youth pastor Woody Squares gave a <br />presentation on building resiliency to students at Bancroft Middle School. He commended <br />Jim McEvoy, a San Leandro resident who he nominated for an award as a blood and kidney <br />donor. Regarding RCV, Councilmember Gregory commented that there is no perfect system <br />for running elections, and that voters seemed to take to RCV well. <br />Mayor Santos gave a farewell address, in which he expressed pride in his service to the City, <br />and commented on the City's stable government and rich history. He bid farewell to <br />Councilmember Bill Stephens, and expressed appreciation for his work on the City's General <br />Plan, and for his fiscal prudence. He commented on his individual achievements: stopping <br />Route 61; helping to create NACSL; helping to pass the Neighborhood Preservation <br />Ordinance and Noise Ordinance; working to preserve the shoreline; and instituting "Coffee <br />with the Mayor" community meetings.
