DRAFT MINUTES Page 9 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting— December 6, 2010 <br />Councilmember Souza agreed with Councilmember Stephens regarding the sunset of <br />RDA funding for the LINKS Shuttle program. <br />• Resolution No. 2010 -149 Resolution Accepting the Annual Report of the West <br />San Leandro Shuttle Business Improvement District [BID] Fiscal Year 2010 -11 <br />and Directing the City Manager to Impose the BID Assessment at the Current <br />Rate (accepts the annual report on the performance of the LINKS Shuttle and <br />imposes the current assessment at $25.00 per business plus $10.88 per employee <br />for businesses in the BID area with greater than 5 employees). <br />M/S /C Starosciak and Prola. Ayes: 6; Noes: 1 (Souza) <br />10. ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Resolution Declaring Results of the General Municipal Election Held on Tuesday, <br />November 2, 2010 (certifies the results of the election for Mayor; City <br />Councilmembers, Districts 1, 3, and 5; and Measure Z). <br />Mayor Santos stated that he was the chief proponent of Ranked Choice Voting (RCV), <br />and recommended it to the City Council over five years ago. He commented on the <br />differing views by the Council toward RCV, and that it was approved despite several <br />split votes. Mayor Santos commented that RCV tends to be discriminatory, and does <br />not result in a majority winner. He pointed to the District 10 Supervisor's race in San <br />Francisco, and the Oakland and San Leandro Mayor's races, and that the winners in <br />these races did not receive a majority of the original votes cast. Mayor Santos stated <br />that he has come to the conclusion that RCV is undemocratic. He indicated that he has <br />been contacted by individuals and groups in other parts of the country for input on <br />RCV, and he will work to eliminate RCV nationwide. Mayor Santos stated that for this <br />reason, he would vote against certifying the election. <br />Councilmember Souza stated while she agrees somewhat with Mayor Santos' <br />statements about RCV, she pointed out that tonight's vote is to certify the election. <br />Public Comments on Item 10.A.: <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding a Daily <br />Review news article on Ranked Choice Voting, and urged the Council to postpone its <br />vote to certify the election. <br />End of Public Comments on Item 10.A. <br />Councilmember Stephens commented that he believes RCV worked exactly as the <br />Council was told it would work, and he was concerned at the time about the <br />
