Update on Davis Street Transfer Station Master Plan <br /> City Manager Hollister introduced the item, explaining that the proposed improvements to Davis Street <br /> Transfer Station (DSTS) were approved as part of Waste Management's 1998 Conditional Use Permit. <br /> Hollister then introduced Jack Isola, President, DSTS, who provided the Committee with a brief <br /> overview of the project, which includes new enclosed food and green waste recycling and compost <br /> facilities. Isola explained that these changes are important so that DSTS can meet Alameda County <br /> cities' goal of diverting 75% of garbage from the landfill and remain competitive. Isola explained that <br /> the methane created from the decomposing green waste will be used to power the facility bringing the <br /> DSTS significantly closer to their goal of being energy self- sufficient. <br /> The Committee discussed the project and the public outreach efforts made by Waste Management and <br /> were very supportive of the changes. <br /> 2. Discussion Regarding Proposed Zoning Code Amendments and Process <br /> City Manager Hollister provided the Committee with a brief introduction to the proposed code <br /> amendments, explaining that this annual "housekeeping" to the Zoning Code helps to keep the <br /> document fresh and up -to -date. Planning Manager Liao provided the Committee with a brief <br /> overview of some of the proposed changes explaining that the changes clarify a number of issues <br /> regarding accessory structures, dental labs, day care and assisted living facilities and are part of the <br /> constant process reviewing, revising and updating the code. The proposed changes are scheduled to <br /> go to the Board of Zoning Adjustments, Planning Commission and City Council in early 2011 <br /> • <br />
