Staff recommends that the <br /> City Council approve a resolution, adopting the revised 2010 Councilmembers Handbook, and <br /> perform a more comprehensive update of the Handbook in 2011. <br /> BACKGROUND <br /> The original City of San Leandro City Council Members' Handbook was adopted by the Council <br /> in 1998, and last revised in 2002. The purpose for creating the handbook was two -fold: 1) to <br /> acquaint newly - elected Councilmembers with Council procedures, and 2) to document certain <br /> Council- specific guidelines and policies not otherwise included in the City Charter, Municipal <br /> Code or Administrative Code. The intent of the City Council Policy Committee (which later <br /> became the Rules and Communications Committee) in creating the Councilmembers Handbook <br /> was to commit to writing the basic standards of Council operations, and to make this information <br /> readily available to all, not just through "word of mouth" or institutional memory. The <br /> Committee also intended that the Handbook become a living document —one that always reflects <br /> the current Council's standards. <br /> The draft revised Councilmembers Handbook incorporates the amendments adopted by the City <br /> Council since 2002, as well as changes to the law, and to procedures and practices, that have <br /> occurred since the last revision. <br /> The following is a summary of the significant changes to the Handbook, by section. Additions <br /> are underlined. Deletions are streak out- <br />
