Previous City Council Action(s) On October 19, 1998, the. Council adopted the original City Council Members' Handbook, by Minute Order No. 98 -66. Pursuant to the last full update to the Handbook in February 2002, the following Council actions have been taken: • Minute Order No. 2002 -49, adopted on September 3, 2002, added Guidelines for Town Hall Meetings • Minute Order 2003 -037, adopted on May 19, 2003, amended Section XV related to timely appointments to Boards and Commissions • Minute Order 2004 -016, adopted on May 3, 2004, added Guidelines for the Mayor's Community Fund, and Guidelines Regarding Council Support for Ballot Measures • Resolution 2005 -113, adopted on July 18, 2005, amended Section XV relating to appointments to Boards and Commissions • Resolution 2005 -120, adopted on August 1, 2005, added Guidelines for Citizen Appointments to Airport Research Groups, Advisory Committees and Forums • Resolution 2005 -142, adopted on October 17, 2005, added Sister City Guidelines • Resolution 2007 -093, adopted on July 2, 2007, amended Sister City Guidelines to include Friendship Cities • Resolution No. 2007 -144, adopted on November 19, 2007, added Guidelines Regarding the Use of Community Empowerment Funds • Resolution 2008 -084, adopted on July 21, 2008, amended the Community Empowerment Fund Guidelines to revise the recipient eligibility standards • Resolution 2009 -097, adopted on July 6, 2009, amended the Guidelines for Councilmember Town Hall Meetings • Resolution 2010 -127, adopted on October 4, 2010, amended the Guidelines for Council Support for or Opposition to Ballot Measures City Council Committee Review and Action The City Council Rules and Communications Committee reviewed this item on November 23, 2010, and recommended approval by the Council.
