Hollister <br /> TO: Stephen Hollister, City Manager City Manager <br /> FROM: Michael Bakaldin, Public Works Director <br /> BY: Ray Busch, Assistant WPC Manager 0 <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER OR HIS <br /> DESIGNEE TO SIGN, ON BEHALF OF THE CITY OF SAN LEANDRO, AN AGREEMENT <br /> WITH THE ASSOCIATION OF BAY AREA GOVERNMENTS FOR PARTICIPATION IN <br /> THE BAY AREA-WIDE TRASH CAPTURE DEMONSTRATION PROJECT <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends that the City Council approve a resolution to authorize the City Manager or a <br /> designated representative to sign an agreement with the Association of Bay Area Governments <br /> (ABAG) to participate in the Bay Area -Wide Trash Capture Demonstration Project. Entering <br /> into the agreement for grant funding through ABAG will provide the City with funds needed to <br /> install full trash capture devices as required by the new stor permit. <br /> BACKGROUND <br /> In October 2009, the California Regional Water Quality Control Board issued a new five -year <br /> National Pollution Discharge Elimination System (NPDES) permit that contained additional <br /> trash load reduction requirements for Municipal Separate Storm Sewer System (MS4). These <br /> requirements include the development of short -term and long-term trash load reduction plans to <br /> achieve reduction levels of 40% by 2014, 70% by 2017, and 100% by 2022 from the City's MS4. <br /> Specifically, provision C.10 of the permit requires municipalities to install and maintain a <br /> minimum number of trash capture devices by July I. 2014 to treat an area equivalent to 30% of <br /> the Retail /Wholesale Land that drains to the municipal storm sewer system. For San Leandro, <br /> this means 216 acres must be retrofitted with full trash capture devices. <br /> In October 2009, the San Francisco Estuary Partnership was awarded S5 million in federal <br /> stimulus funds, through the State Water Board, Clean Water State Revolving Fund Division <br /> (CWSRF), to support the Bay Area -wide Trash Capture Demonstration Project. The program is <br /> intended to demonstrate that trash collection can be managed, and that reductions in the volume <br /> of trash will enhance the estuary and its water quality. Municipal staff will gain experience with <br /> and share information about different types of trash capture devices. <br /> The San Francisco Estuary Partnership, in cooperation with ABAG, will administer the <br /> Demonstration Project which is comprised of the following elements: <br />
