SECTION III <br /> MEETINGS <br /> MEETINGS OF THE COUNCIL <br /> The Council shall hold regular meetings at least twice each month at such times as it shall <br /> fix by ordinance or resolution. All regular Council meetings shall be held in the Civic <br /> Center Complex or on public property within the City, should the Council find and <br /> determine that the Civic Center Complex is hazardous or unsuitable for the conduct of a <br /> regular Council meeting. (Sections 315 and 320, City Charter) <br /> TIME AND PLACE OF MEETINGS <br /> Regular meetings of the City Council are held on the first and third Mondays of each <br /> month at 7:00 p.m. in the Civic Center, City Council Chambers, 835 East 14th Street. If <br /> any such day is a City holiday, the meeting shall be held on the next business day at 7:00 <br /> p.m. Work Sessions of the City Council are held regularly at 7:00 p.m. on the second <br /> Monday of each month, with an additional Work Session scheduled on the 4th Monday, <br /> I if needed, in the Helen Lawrence South Offices Conference Room at the Civic Center. <br /> Work Sessions may be held at locations throughout the City at the direction of the City <br /> Council. At Work Sessions, City staff provide reports to the City Council on a variety of <br /> items and issues; however, no formal action is usually taken at a Work Session. Starting <br /> times for each item are approximate. (SLA-IC 1 -1 -200: SLAC 1.1.105) <br /> SPECIAL MEETING, CALL, NOTICE <br /> A special meeting may be called at any time by the Presiding Officer of the Council, or <br /> by a majority of the members, by emailing. faxing or delivering written notice to each <br /> member of the Council at his/her residence or place of business and by mailing. faxing <br /> or mailing written notice to the press, at least twenty -four hours prior to said meeting. <br /> The call and notice shall specify the time and place of the special meeting and the <br /> business to be transacted. No other business shall be considered at said meeting. <br /> RULES OF ORDER <br /> The proceedings of the Council shall be governed, unless otherwise stated, under <br /> "Robert's Rules of Order, As Amended" on all matters pertaining to parliamentary law; <br /> however, no action of the Council shall be invalidated or the legality thereof otherwise <br /> affected by the failure or omission to observe or follow said rules. <br /> RULES OF PROCEDURE <br /> The Council. by ordinance, shall establish rules of procedure for taking actions.
