RULINGS OF CHAIR FINAL UNLESS OVERRULED <br /> In presiding over Council meetings, the Mayor, Vice Mayor or temporary Presiding <br /> Officer shall decide all questions of interpretations of these rules, points of order or other <br /> questions of procedure, requiring rulings.
