• 14901 E. 14 St. Site Remediation <br /> • CSA Ninyo & Ivloore 2 January 18, 2011 <br /> Analysis <br /> In 2005, Ninyo & Moore was selected by the City to prepare the Initial Site Assessment (ISA) <br /> and a Phase 2 Environmental Site Assessment (ESA) at 14901 East 14` Street. Based on the <br /> findings and recommendations from the investigation reports, the City directed Ninyo & Moore <br /> to provide a Remedial Action Plan (RAP) for the subject site. <br /> Ninyo & Moore has extensive involvement and a comprehensive understanding of the <br /> requirements of the project and the various environmental regulatory agencies involved, and has <br /> satisfactorily performed prior tasks for the City. Ninyo & Moore has extensive experience in the <br /> remediation of similarly contaminated sites. It is very familiar with both State Water Resources <br /> Board and the Alameda County Environmental Health Services requirements for site <br /> remediation. The proposal has been evaluated and compared to the engineer's estimate and was <br /> found satisfactory. Therefore, Ninyo & Moore was selected to provide design and construction <br /> support services for the work related to soil remediation at the site. <br /> Current City Council Policy <br /> To improve safety of bicyclists, pedestrians and vehicular traffic on City roadways. <br /> Previous City Council Action(s) <br /> • <br /> • On May I, 2000 by Resolution No. 2000 -63, the City Council recommended that Alameda <br /> County place Measure 13 (extension of the 1/2 cent sales tax for transportation projects) on <br /> the November ballot <br /> • On March 18, 2002 by Resolution No. 2002 -35, the City Council authorized the City <br /> Manager to enter into a Master Funding Agreement with ACTIA for Measure B <br /> Programmatic Pass - Through Funds <br /> • On July 1, 2002 by Resolution No. 2002 -96, the City Council authorized the City Manager to <br /> enter into a Master Funding Agreement with ACTIA for Measure 13 capital project funds <br /> • On September 16, 2002 by Resolution No. 2002 -129, the City Council authorized the City <br /> Manager to enter into a Project Scoping Agreement with Alameda County Transportation <br /> Improvement Authority (ACTIA) for ACTIA Project No. 19- -East 14th Street/Flesperian <br /> Boulevard /150th Avenue Improvements for Measure 13 2000 Capital Project Funds <br /> • On September 2, 2008 by Resolution No. 2008 -108, the Council authorized the City Manager <br /> to execute real property agreements for the properties required for this project. <br /> • On December 15, 2008 by Resolution No. 2008 -025 RDA, the Redevelopment Agency of the <br /> City approved a cooperative agreement between the City and the Redevelopment Agency for , <br /> the purpose of undertaking redevelopment activities within the redevelopment area at a cost <br /> of $1,300,000 to the Redevelopment Agency for the East 14 Street/1- Iesperian <br /> Boulevard /150 Avenue improvement project, Project No. 144 -39 -001 <br /> • <br />
