Hollister, City nager <br /> FROM: Uchenna Udemezue, Direct <br /> Engineering and Transport lion Departm nt , <br /> BY: Keith Cooke, Principal En ineer - r <br /> Engineering and Transportation Departm nt <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> MATTER OF REVIEWING APPOINTEES TO A PERMANENT BICYCLE AND <br /> PEDESTRIAN ADVISORY COMMITTEE. <br /> SUMMARY AND RECOMMENDATION <br /> On a date in the near future, staff will forward for City Council consideration a proposal to form <br /> a permanent Bicycle and Pedestrian Advisory Committee (Committee) to continuously guide the <br /> development and implementation of Bicycle and Pedestrian facilities. At this time, staff requests <br /> that the City Council review and comment on the recommended appointees for the proposed <br /> Bicycle and Pedestrian Advisory Committee, which was prepared as part of the aforementioned <br /> proposal. <br /> BACKGROUND <br /> A temporary Bicycle and Pedestrian Advisory Committee (BPAC), established in December <br /> 2009, successfully guided staff and consultants in updating the Bicycle and Pedestrian Master <br /> Plan (Plan) over the past nine months. With the Planning Commission's approval of the Plan on <br /> November 18, 2010, staff intends to ask Council to adopt the Plan on February 7, 2011. Staff is <br /> also proposing the formation of a permanent Bicycle and Pedestrian Advisory Committee <br /> (Committee) to continuously guide the development and implementation of Bicycle and <br /> Pedestrian facilities. With establishment of the Committee, a consistent and systematic review <br /> process can be followed to ensure that bicycle and pedestrian issues are addressed and options <br /> developed in a timely fashion for network expansion. Six other jurisdictions within Alameda <br /> • County have permanently established committees that allow them to successfully meet Alameda <br /> County Transportation Commission (ACTC) requirements that the public have the opportunity to <br /> comment on how Measure 13 Bicycle and Pedestrian funds are allocated. <br />
