Bicycle and Pedestrian Master Plan and BPAC 2 January 18, 2011 <br /> ANALYSIS <br /> The proposal provides for an eleven (11)- member Committee, with one member representing <br /> each of the Council Districts plus five (5) at -large members. The selected members shall <br /> represent both bicyclist and pedestrian issues and be approved by Council. Meetings of the <br /> Committee shall be held on an as- needed basis. It is anticipated that the Committee will meet <br /> once or twice a year. <br /> Staff recommends that the City retain ten (10) of the current sixteen (16) BPAC members to <br /> serve on the permanent Committee. Staff further recommends that the current San Leandro <br /> representative to the Alameda County Transportation Commission BPAC be included on this <br /> new Committee. <br /> Upon Council approval of the formation of the committee, the following residents of San <br /> Leandro are recommended for appointment: <br /> 1. Jeremy Johansen (Council District 6 at- large: ACTC BPAC RepresentativeReprehensive) <br /> Previous Citv Council Action(s) <br /> Resolution 2009 -165 approved the establishment of a Bicycle and Pedestrian Advisory <br /> Committee and appointed members. <br /> Citv Council Committee Review and Action <br /> On December 14, 2010, Staff presented the draft 2010 Bicycle and Pedestrian Master Plan and <br /> the proposed permanent Bicycle and Pedestrian Advisory Committee to the Facilities and <br /> • Transportation Committee. <br /> Applicable General Plan Policy <br /> • Goal 14 Bicycle and Pedestrian — Promote and accommodate alternative, environmentally - <br /> friendly methods of transportation, such as walking and bicycling <br /> • Action 14.01 -A Bikeway Plan Implementation — Maintain and implement a city -wide <br /> Bikeway Plan and update that plan regularly as conditions and needs change <br />
