E 14 Striping & Pedestrian Improvement <br /> Award of Contract 3 January 18, 2011 <br /> the proposed AC Transit Bus Rapid Transit project; and 3) a town hall meeting was held on <br /> November 16, 2010, which was attended by 25 residents. <br /> Community comments indicated that there were supporting, opposing, and neutral opinions <br /> about the project. Suggestions received included adding street bulb -outs to improve pedestrian <br /> • traffic safety and better channelize vehicular traffic, which will be explored with Caltrans for <br /> possible future improvement projects. Georgia Way residents expressed concerns that the <br /> northbound East 14 Street transition from two lanes to one lane will cause a bottleneck at the <br /> Georgia Way intersection and make access to and from the street more difficult and unsafe. <br /> Staff's experience with these types of transitions indicates that bottlenecks do not form when the <br /> intersection is non - signalized, therefore traffic flow will not be restricted. Additionally, with the <br /> additional throughput on East 14 Street, the traffic signal can be set to allow more green time <br /> for the Dutton and Best approaches. Consequently, Georgia Way residents will see longer gaps <br /> in traffic, which will allow easier access at East 14 Street. <br /> The results of the survey and town hall meeting were presented at the December 14, 2010 City <br /> Council Facilities and Transportation Committee meeting. The Committee asked that the award <br /> of this project be forwarded to the full Council for discussion and consideration. <br /> Analysis <br /> A total of one (1) bid was received on September 22, 2010 from the Chrisp Company. The bid <br /> was in the amount of $118,255.00, which has been determined to be a responsive bid. The <br /> engineer's estimate for construction was $149,00750. It is believed that there was only one bid <br /> due to the shortage of thermoplastic striping paint; the material that will be used for this project. <br /> The City has had many successful projects with the Chrisp Company in the past and therefore a <br /> single bid is satisfactory for this project. <br /> Previous City Council Action(s) <br /> • On May 1, 2006, by Resolution No. 2006 -046, the City Council approved the new roadway <br /> configuration plan for East 14 Street between Davis Street and Durant Avenue <br /> • On September 7, 2010, by Resolution No. 2010 -115, City Council approved the plans and <br /> specifications and called for bids for the subject project <br /> Applicable General Plan Pulicv <br /> • Policy 16.02 — Level of Service — Use Level of Service (LOS) "D" as the minimum <br /> acceptable service standard for streets and intersections, except as otherwise indicated in the <br /> Transportation Element <br /> • Policy 16.03 — Maintenance — Regularly maintain City streets and traffic control devices to <br /> ensure that streets operate safely and efficiently <br /> • Policy 16.04 — Traffic Flow Improvements — Use a variety of measures to improve traffic <br /> flow at congested intersections, including technologically advanced tools such as signal <br /> timing and video monitoring <br />
